    Staff Human Resources (SHR) is dedicated to building a strong and healthy university by propelling the university mission, engaging and developing people, empowering our campus partners, building trust and teamwork and providing excellent Human Resource services. SHR is responsible for providing leadership to the campus and Staff Human resources (SHR), in the areas of Benefits, Business Administration, Compensation/Classification, HR Business systems, Learning & Development, Talent Acquisition,Operations and Employee & Labor Relations. Employee & Labor Relations (ELR) serves as a professional resource to managers, supervisors and employees for work related issues, serves as a liaison to campus labor unions, and represents the campus in employment matters and system-wide contract negotiations.

    JOB SUMMARY

    The Director of Employee and Labor Relations (ELR) reports to the Associate Vice Chancellor / Chief Human Resource Officer (AVC/CHRO) of Staff Human Resources and manages the work of the Employee & Labor Relations team. The Director of ELR oversees a broad range of employee and organizational activities, such as; performance management, employee relations, cultivating the University's Principles of Community, complaint resolution, grievance administration and employment/workforce compliance. This position plays a leadership role with a strong focus on labor relations and negotiations, employee engagement and performance. This position ensures UC Santa Cruz is represented in system-wide contract negotiations and for the implementation and administration of 16 collective bargaining agreements and relevant personnel policies.

    APPOINTMENT INFORMATION

    Salary Information: Salary Range: $170,000 - $190,000 / annually. Salary commensurate with skills, qualifications and experience.

    Under California law, the University of California, Santa Cruz is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary above the posted range. The salary shown above is the budgeted range the University reasonably expects to pay.

    JOB DUTIES

    50% - Employee and Labor Relations
    • Works in a highly collaborative manner with people of diverse backgrounds and cultures at all levels of the organization to advise managers and senior leadership on highly complex labor relations and employee relations issues relating to individuals or organizations, that could have a campus-wide impact.
    • In collaboration with senior leadership, develops and implements Labor Relations objectives, bargaining strategies, serves on or oversees employees serving on system-wide or local bargaining teams and maintains effective relationships with union representatives. Responsible for administering and interpreting collective bargaining agreements for the organization. Ensures proper adherence to collective bargaining agreements, and policies and procedures.
    • Represents the organization in proceedings, grievances and final and binding arbitrations. Coordinates with Office of General Counsel and/or campus counsel to respond to employment litigation and pre-litigation matters.
    • Assists other campus compliance units with complex investigations and multi-forum complaint and grievance matters, including Whistleblower, Internal Audit, Equal Opportunity and Title IX.
    • Identifies, researches and interprets current and emerging employee relations issues, trends and opportunities. Develops and implements campus-wide programs, initiatives and communications.
    • Provides insight and review on highly sensitive employee relations and/or labor relations issues, such as; employee suspensions, demotions, layoffs and terminations.
    • Oversees grievance and complaint processes. Ensures adherence to the process and the timelines.

    50% - Management
    • Provides management oversight for subordinate managers and/or supervisors. Establishes priorities and delegates work assignments effectively. Creates an integrated and unified team environment to effectively achieve department goals to promote collaboration and engagement.
    • Identifies continuous learning opportunities for the Employee and Labor Relations team.
    • Makes recommendations and implements decisions on operational, staffing and space planning for ELR.

    REQUIRED QUALIFICATIONS
    • Bachelor's degree in related area and / or equivalent experience and / or training.
    • Thorough understanding of the University's goals and ways in which this position would support those goals.
    • Management experience with the ability to guide, mentor and develop staff.
    • Demonstrated success in building an integrated and highly functional team of HR professionals.
    • Demonstrated experience providing consultation and resolution of employee and labor relations issues to promote fair treatment and the consistent application of organizational policies and applicable federal/state laws.
    • Specialized knowledge of other areas with human resources function including compensation, talent acquisition and employee benefits.
    • Advanced knowledge of the principles of advocacy, labor/employment law, including applicable and continually updated state and federal laws, court decisions regarding employment related matters and techniques of labor negotiations.
    • Highly effective negotiation and communication skills necessary to bargain and represent the University's interest in union negotiations and in complex/sensitive dispute forums.
    • Demonstrated highly effective written communication skills.
    • Demonstrated interpersonal skills with the ability to develop productive working relationships; to establish credibility with all levels of leadership.
    • Advanced skills associated with working in a highly collaborative manner with the ability to maintain effective professional relationships.
    • Ability to recognize issues that have organizational impact or future implications and advise manager(s) appropriately.
    • Strong analytical skills and critical thinking skills to define and solve complex problems quickly.
    • Ability to exercise a high degree of judgment in recommending and developing solutions, programs, and strategies related to employee & labor relations and to understand the interrelationship of such programs in other areas of human resources and the organization.
    • Ability to manage multiple priorities/projects simultaneously and deliver quality results on deadlines.
    • Demonstrated ability to effectively work in a confidential environment.
    • Demonstrated ability to handle extremely difficult or volatile situations / individuals.
    • Demonstrated experience with mediation and effective conflict resolution, facilitation and consultation skills.
    • Strong command of current desktop technology to create professional documents, spreadsheets and reports.

    PREFERRED QUALIFICATIONS
    • Juris Doctorate Degree
    • Staff Human Resource Management (SHRM), CALPELRA and / or certificate in alternative dispute resolution
    • Knowledge of the University of California employee & labor relations philosophy, policies and practices; and experience negotiating and administering collective bargaining agreements.

    SPECIAL CONDITIONS OF EMPLOYMENT
