    POSITION: 12 Months

    SALARY: Range -I ($5,727-8,466) per month based on the current Confidential Staff Salary Schedule. Initial salary placement is commensurate with related experience and promotional rules. Grossmont-Cuyamaca Community College District offers a comprehensive fringe benefit package including employer paid: medical, dental, and vision plans; sick and vacation leave; and opportunities for professional development. Positions in the Confidential Staff unit are eligible longevity increments and receive fee waivers for any GCCCD class.

    Job Description

    JOB PURPOSE:

    Under the direction of the Associate Vice Chancellor; provide high level analysis in the area of Labor Relations. Incumbent performs a variety of specialized duties including researching and conducting internal investigations, drafting an array of documents pertaining to discipline, grievances and contracts as well as participate on the District's negotiating team.

    ESSENTIAL DUTIES AND RESPONSIBILITIES:
    • Analyze departmental activities and documents for compliance with District policies and governmental rules and regulations; conduct independent research/analyses on legal inquires, complaints, disciplinary actions, union grievances, and other administrative concerns; advise and assist supervisory and administrative staff on related processes and procedures;
    • Prepare a variety of legal documents and materials such as contracts, side letters, and settlement agreements pertaining to collective bargaining.
    • Conduct informal and formal complaint investigations and fact-finding activities.
    • Interpret statutes, rules, policies, procedures and practices as they relate to employer-employee relations.
    • Independently research a wide variety of complex information requests related to Human Resources and Labor Relations.
    • Participate as a member on the District Negotiation team and prepare collective bargaining documents; prepare presentations, reports, and back-up materials as required.
    • Conduct investigations and studies, perform research, make analyses and prepare analytical reports.
    • Coordinate all Public Information Requests within the Human Resources Division.
    • Prepare and deliver trainings and presentations related to current laws, regulations or terms and conditions present in the collective bargaining agreements.
    • Research and articulate perspectives and influence, via effective verbal and written communication skills, peers and leaders
    • Serve in a lead capacity to other office staff. Provide direction and coordinate office to meet needs of Associate Vice Chancellor.

    EDUCATION AND EXPERIENCE:

    Any combination equivalent to: Bachelor's degree from an accredited college or university with major course work in business administration, human resources or a related field and three years of progressively responsible experience in employee or labor relations.
