SUMMARY
Under the supervision of the Executive Director, the Human Resources Manager will plan, lead, direct, develop, and coordinate the policies, activities, and staff of the Human Resources Department. The Human Resources Manager guides and manages the overall provision of Human Resources services, policies, and programs for NCIHA. The major areas directed are recruiting and staffing; performance management and improvement systems; organization development; employment and compliance to regulatory concerns; employee and Board onboarding and orientation, development, and training; human resource policy development and implementation; employee relations; compensation and benefits administration; employee safety, wellness, and health; employee counseling programs; and employee investigations, discipline, and terminations.
The Human Resources Manager will serve to promote and implement human resource values by planning and managing all human resources programs, directing human resources staff, and advising or counseling all staff in personnel matters. The Human Resources Manager will be an at-will employee.
The Human Resources Manager or his/her designee will serve as the coordinator for all Board of Commissioners meetings. He/she will serve as a secondary note taker in support of the Secretary of the Board and will be responsible for transcribing minutes, resolutions, and meeting agendas. The Human Resources Department will retain all Board of Commissioners historical documents as well as providing Board of Commissioners onboarding training and exit interviews.
The work will be diverse and may include several personnel or Board of Commissioners-related matters that are unique and complicated. The Human Resources Manager ensures human resource programs meet the NCIHA strategic plan objectives and comply with applicable Tribal laws, NAHASDA , 2 CFR Part 200, NCIHA local policies, and any guidelines established by the Executive Director.
