    SUMMARY

    Under the supervision of the Executive Director, the Human Resources Manager will plan, lead, direct, develop, and coordinate the policies, activities, and staff of the Human Resources Department. The Human Resources Manager guides and manages the overall provision of Human Resources services, policies, and programs for NCIHA. The major areas directed are recruiting and staffing; performance management and improvement systems; organization development; employment and compliance to regulatory concerns; employee and Board onboarding and orientation, development, and training; human resource policy development and implementation; employee relations; compensation and benefits administration; employee safety, wellness, and health; employee counseling programs; and employee investigations, discipline, and terminations.

    The Human Resources Manager will serve to promote and implement human resource values by planning and managing all human resources programs, directing human resources staff, and advising or counseling all staff in personnel matters. The Human Resources Manager will be an at-will employee.

    The Human Resources Manager or his/her designee will serve as the coordinator for all Board of Commissioners meetings. He/she will serve as a secondary note taker in support of the Secretary of the Board and will be responsible for transcribing minutes, resolutions, and meeting agendas. The Human Resources Department will retain all Board of Commissioners historical documents as well as providing Board of Commissioners onboarding training and exit interviews.

    The work will be diverse and may include several personnel or Board of Commissioners-related matters that are unique and complicated. The Human Resources Manager ensures human resource programs meet the NCIHA strategic plan objectives and comply with applicable Tribal laws, NAHASDA , 2 CFR Part 200, NCIHA local policies, and any guidelines established by the Executive Director.

    Supervisory Responsibilities:

    • Recruits, interviews, hires, and trains new staff in the department;
    • Oversees the daily workflow of the department;
    • Provides constructive, timely performance evaluations and handles discipline and termination of employees in accordance with NCIHA policies.

    Principal Tasks and Responsibilities:

    • Plans, develops, and implements the human resource department functions relating to position classification and compensation, performance management, recruitment and staffing, employee relations, personnel records and reports, employee benefits, testing and validation, training, and organizational development and planning.
    • Develops and implements the Human Resources Departments strategic plan per approval of the Executive Director.
    • Works with the Fiscal Officer and Executive Director to develop and maintain the department’s annual budget and action plans.
    • Participates in all terminations and disciplinary actions for all employees.
    • Attends and provides department report at the monthly Board meeting.
    • Provides technical guidance and assistance to the Executive Director, Department Managers, and Supervisors in resolving complicated staffing and recruitment problems.
    • Formulates and recommends Human Resource policies and objectives to the Executive Director and Board of Commissioners.
    • Establishes, directs, and oversees staffing activities and procedures necessary to recruit and hire qualified applicants and retain an effective workforce.
    • Provide direction and guidance to supervisory personnel involved in completing performance evaluations and disciplinary actions.
    • Consult with Department Managers and the Executive Director to develop or modify current positions that fit within the classification system and budgetary guidelines. This includes conformity and consistency in developing the position titles, compensation, exempt/non-exempt status, duties, knowledge, skills and abilities, and qualifications.
    • Responsible for coordinating any grievances with the NCIHA Grievance Committee per the NCIHA policies.
    • Establish effective working relationships with the Board of Commissioners, Tribal Council members, governmental agencies and jurisdictions, TDHEs, and housing entities.
    • Responsible for Employee Benefits packages, communication, and enrollment.
    • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in Tribal human resources, and Tribal employment law; applies this knowledge to communicate changes in policy, practice, and resources to the Executive Director and the Board of Commissioners.

    EDUCATION, EXPERIENCE, KNOWLEDGE, AND ABILITIES:

    • HR Manager requires at least an AA degree in human resources, business, or a related field or extensive prior experience in human resources.
    • Obtain and retain NNAHRA certification within the first six months of employment.
    • Minimum of 3 years supervisory experience.
    • Three to five plus years in human resources positions, experience with certificates or credentials that supports it.
    • Possesses superb written and spoken communication skills.
    • Excellent interpersonal relationship building and employee coaching skills.
    • Organized and efficient in daily tasks.
    • Specialized training in employment law, compensation, organizational planning, organization development, employee relations, safety, training, and preventive labor relations, is preferred.
    • General knowledge of employment laws and best practices.
    • Knowledge of modern office methods, equipment, business procedures, and practices.
    • Knowledge of correct business English usage in spelling, grammar, punctuation and vocabulary.
    • Ability to establish and maintain effective working relationships with program participants, staff and other public and private agencies.
    • Ability to work independently, handle heavy workload in an efficient and expeditious manner, and work nights and weekends as needed.
    • Ability to perform a wide variety of tasks with speed and accuracy having good organizational skills.
    • Knowledge of Microsoft Office Suite including Word, Excel, Outlook, PowerPoint and NT Computer Network Systems and applicable publishing and design software. Human Resources Information Systems (HRIS), and demonstrated skills in database management and record keeping.
    • Willingness to attend training seminars/workshops to expand working knowledge of housing programs, human resource and computer skills.
    • Ability to achieve success as a team member by adhering to certain core values and principles such as honesty, integrity, competence and professionalism.
