Facility and Property Management Specialist

  • Duties

    As a Facility and Property Management Specialist, you will:

    • Identify, plan, organize, coordinate, and implement routine maintenance schedules and respond to non-routine or emergency needs.
    • Establish deadlines and priorities, monitor progress, provide guidance and assistance in solving problems, and review finished work for compliance to policy and overall adequacy; and perform onsite basic, light-duty facility services tasks, such as lifting and moving office supplies e.g., boxes of paper, information technology equipment, office furniture, changing a light bulb and storing personal property.
    • Serve as the Contracting Officer's Representative (COR) for various supply contracts and contracts for services, construction, and associated materials and equipment.
    • Receive, identify, inspect, issue, excess, and document property in accordance with applicable regulations and SWPA policies. Maintain surplus property and other storage areas, including outside and offsite storage, in accordance with material handling requirements.
    • Plan and develop operating budgets for HQ and assist personnel in developing and planning operating budgets for facilities and programs at other SWPA sites.
    • Purchase equipment, materials, services, and supplies associated with HQ building operation and facilities services management and in accordance with SWPA and DOE polices and guidance.

    • Must be able to obtain and maintain Defensive Drivers certification and have a valid state driver's license. Defensive Driver's Training will be completed upon employment.
    • Must submit a Confidential Financial Disclosure Report (OGE Form 450), upon entering the position and annually.

    Qualifications

    SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-11] in the Federal service. Specialized experience for this position is defined as:

    • Experience in facility management activities, including overseeing routine and emergency maintenance.
    • Experience with the management of real property and personal property.
    "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
