    Responsibilities

    SUMMARY. Provides medical administration services in a wide range of organizational, business and financial operations. This individual will assist senior level management by providing technical expertise and administrative support impacting plans and operations, compliance, risk and quality management, managed care, human resource management, logistics management, patient administration, budgetary and fiscal management, medical manpower, information management, medical readiness, medical facility management, and biometrics.  

    • Reviews health care delivery plans; identifies market forces, patient and beneficiary demand and other issues impacting MTF capabilities, access and patient care compliance and/or quality of care and services. Projects and studies require analysis of inter-related issues of effectiveness, efficiency, productivity and customer satisfaction during both peacetime and wartime.
    • Researches and analyzes complex health care operations. Prepares presentations, project papers, staff and biometric reports and other medical administrative correspondence; delivers to senior MTF management.
    • Uses business intelligence applications to extract, manipulate, format, and from various Government computer systems. May maintain metadata, or design basic databases.
    • Notifies and directs professional staff and other medical administrative personnel regarding process, policy and requirements.
    • Using analytical skills and tested methodologies, conducts studies in support of various projects, program, processes or initiatives covering all aspects of military health care activities. Projects may be complicated by regulatory requirements, long-range projections and objectives, and/or political and economic uncertainties.
    • Validates and implements MTF policy in support of hospital accreditation program and quality improvement efforts.
    • Assists with the development of financial plans and budgets to execute health care activities and initiatives. Analyzes utilization of funds in collaboration with MTF management.
    • Assists with preparations for facility construction, modification and design activities. Researches requirements to ensure an adequate patient care facility as well as a safe work environment.
    • Plans, organizes, and oversees all unit level deployment activities: Configures and maintains functional Unit Type Codes (UTCs) as postured by MAJCOM FAMs (Functional Area Managers) using available unit assets. Notifies the wing Installation Deployment Officer (IDO) and MAJCOM FAM for remedial action when UTCs cannot be supported due to changes in manpower or equipment. Monitors UTC/Unit Manning Document (UMD) authorizations and notifies senior management/applicable offices when mismatches are identified. Using established guidance, develops and implements home station military workload mitigation plans to maximize deployable capability. Reviews all deployment related documents for applicable equipment and personnel taskings and identifies the units total deployment requirements. Works closely with unit personnel to tailor packages as required to meet exercise and contingency deployment actions. Utilizes Logistics Module (LOGMOD) to monitor and track unit status during deployments and exercises. Plans and schedules personnel deployment/redeployment processing within the Installation Personnel Readiness (IPR) office and ensures a smooth and orderly flow of deployment personnel. Ensures continuing support for communications requirements are accomplished throughout the deployment duration. Performs UTC development, management, and maintenance activities. Where applicable, ensures deployment equipment and supplies maintained are in a constant state of readiness. Coordinates personnel/equipment movement requirements with IDO and with Traffic Management Flight for scheduled Air Expeditionary Forces (AEF) deployments. May be required to manage and operate the Unit Deployment Control Center (UDCC) during exercise or contingencies.
    • Provides support for all unit level training activities: Schedules, tracks and documents readiness training in MRDSS ULTRA. Provides oversight and support to MCRP Team Chiefs. Assigns MCRP team chiefs and assigns team members using MRDSS ULTRA. Establishes standardized in-processing procedures for all newly assigned personnel. Develops an orientation checklist to include: installation medical response plan (MCRP or equivalent) review; UTC assignment and deployment requirements; MCRP team assignment and training requirements; names and duty sections of MCRP and UTC team chiefs and AFSC Functional Training Manager; and review of current training status and requirements. Documents UTC sustainment training credit for MRA-approved exercise participation using the exercise end date as the completion date for associated training items. Briefs training statistics during senior leadership huddles. Conducts medical readiness in-processing and out-processing in MRDSS ULTRA for assigned personnel.
    • Performs analysis activities. Establishes metric and system analysis systems for unit and higher-level management to assess the efficiency, effectiveness, and compliance with regulatory procedures. Analyzes the combat capability of unit through intensive evaluation of training, equipment status, manning, and unit supervision. Reviews data to determine deficiencies, if any, and directs or performs appropriate corrective actions. Assists/Manages status of reporting to include unit’s Status of Resources and Training Systems (SORTS), Defense Readiness Reporting System (DRRS) and AEF Reporting Tool (ART) reporting requirements. Submits reports which reflect the unit’s ability to meet wartime mission requirements. May initiate studies, changes, and validation actions concerning UTC effectiveness when required. Assist MAJCOM FAMS in conducting analyses to determine the wartime readiness of their functional area. Provides manning and material reports to functional managers on UTC make-up to meet contingency and peacetime mission requirements. Evaluates and recommends deployment package make up and support requirements as required for each deployment tasking.
    • Ensures personnel and equipment readiness: Ensures the unit is ready to meet wartime and peacetime mobility taskings by scheduling and tracking unit deployment training. Ensures authorized deployment equipment and supplies are maintained in a constant state of readiness. Coordinates all readiness training and monitors unit members’ deployment eligibility with assistance from additional duty unit deployment managers, as appropriate. Utilizes AEF Online tools to prepare unit members for deployment. Reviews/schedules immunizations and ensures proper documentation. Maintains recall roster and Deployment Readiness Checklist, documents readiness status, mobility status report, mobility training and records, personnel readiness training, and maintains Air Force Deployment Folders (AFDFs)/mobility folders. Oversees establishment and maintenance of AFDF’s/personnel readiness folders according to the Installation Deployment Plan for military/civilian personnel subject to deployment. Conducts initial review of folders with each individual and ensures new personnel receive proper training. Periodically reviews folders to ensure completeness, currency, and accuracy. Prepares deployment availability code waiver letters as needed, and forwards to deployment processing unit. Tracks and reports squadron recall response status to the commander and Installation Personnel Readiness office. Supports redeployed personnel in the Redeployment Support Process within the unit. Counsels family members of deployed personnel on service programs available.
    • Provides technical guidance and recommendations to senior leadership regarding unit deployment program: Advises commander on the direction, management, and operation of all aspects of unit deployment capabilities. Interprets and applies Joint, Air Force, MAJCOM, or Air Force Component operational/exercise planning and execution policies. Briefs unit commanders and staff on deployment process. Answers policy or procedural program questions concerning deployment process and programs. Recommends changes to unit deployment practices/processes. Advises commander on the impact of deployment requirements, prepares statistics, shortfall letters, and informs commander of the effects of local capabilities. Provides information regarding status of deployment actions, deployment dates, deployment shortfalls as required, and unit personnel readiness.
    • Requires formal training for Medical Readiness Management Course while assigned in this position.  

    Qualifications

    • Mastery level knowledge of military Medical Services, civilian health care delivery systems, military management health care principles and techniques, TRICARE Managed Health Support contracts and clinical and financial systems, policies, procedures and standards.  
    • Must have knowledge of DoD, Air Force, Army or Navy and Accreditation Association of Ambulatory Health Care (AAAHC) standards and privacy and confidentiality requirements (HIPAA).  
    • Must have working knowledge of Department of Defense (DoD), Federal, State, non-profit healthcare systems and organizations, to include DoD Tri-Service Military Healthcare Systems, TRICARE purchased care system, Medicare, Medicaid, Veterans Administration (VA), Public Health Department, and Regional and local support services.  
    • Knowledge of medical information systems and automated analytical tools and software (clinical and financial models). Expertise in quantitative and quantitative analyses techniques using various military computer systems.  
    • Knowledge of Microsoft Office programs, Outlook (e-mail), and Internet familiarity is required. This includes various microcomputer equipment, and be able to input, retrieve and format documentation.  
    • Effective communication skills both orally and in writing. Research of operational activities may require coordination with high level officials such as the comptroller, civil engineering, or civilian and federal agencies.
    • A bachelor’s degree in health care administration, business, information management, or a related discipline is required. Master’s Degree is one of these areas is preferred.
    • A minimum of 10 years of medical administration services experience is required.
