    The Office of Strategic Communications supports GSA’s mission through communications that inform, influence, and inspire while successfully managing GSA’s reputation in delivering value to the American people. This is accomplished through establishing trusted partnerships delivering strategic communications best practices for our employees, partners, customers, and the public.

    As a Program Analyst, you will be providing technical expertise and analysis for complex program and digital content issues. You will be responsible for the following duties, including but not limited to:

    Collaborates with experts in specific subjects and technology to create and enhance website content that helps achieve the agency's main goals. This involves aligning website content with the activities of other program offices, finding ways to gather accurate and up-to-date information, and addressing any risks that could affect the quality or fairness of the content. This includes resolving conflicts or gaps in information to make the website as effective as possible.

    Creates reports and/or papers covering a diverse and complex range of content types that impact GSA's digital content strategy. This involves recommending the best approaches, establishing guidelines and standards for content, and ensuring quality standards are upheld.

    Synthesizes information from inside and outside sources to enhance OSC's content program and tackle complex issues. This involves creating or updating programs and processes, performance metrics, procedures, guidelines, and policies. Additionally, communicates updates about the program's activities.

    Provides technical leadership and project direction for agency and contract staff to enhance specific program processes and content design efforts. This includes working closely with program officials at all levels to understand communication needs, define project scope, and set timelines for delivering user centered results.

    The GS-12 salary range starts at $86,962.00 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

    To qualify at the GS-12, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service.

    Specialized experience is defined as experience: Experience assisting with designing and developing the functional requirements associated with the content of websites, including web governance, web analytics, usability, web writing, emerging technology, search engine optimization, and collaborating within and across organizations to meet those requirements.

    The GS-13 salary range starts at $103,409.00 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

    To qualify at the GS-13, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.

    Specialized experience is defined as experience: Experience designing and developing the functional requirements associated with the content of websites, including web governance, web analytics, usability, web writing, emerging technology, search engine optimization, and collaborating within and across organizations to meet those requirements. This experience must include the application of regulations, policies, procedures, industry trends and best practices related to digital products.

    3. Ability to apply written communication skills to clearly articulate research findings, build momentum for programs, and align individuals across different stakeholder audiences across an organization at all levels of seniority.

    4. Skill in project management and planning skills.
    4a. Ability to apply interpersonal skills to maintain strategic and ongoing working relationships with a program's stakeholders.

    Your answers to the questions will be used to place you in one of the following categories and standard score ranges:

    • Best Qualified = Candidates scoring between 95 - 100
    • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
    • Qualified = Candidates scoring between 70 - 84
