Director - Institutional Equity and Title IX Coordinator

    Reporting to the Vice President for Organizational Development and Advancement, responsible for guiding the development and implementation of proactive diversity, equity, inclusion, and belonging (DEIB) initiatives and programs. Engages campus constituents to build a welcoming and inclusive culture. Develops and implements educational programs to increase awareness that supports equity and inclusion values and maintains compliance with applicable laws. Serves as the College’s Title IX Coordinator and facilitates compliance with Title IX and related laws. Develops and implements educational programs regarding discrimination and sexual harassment prevention, ensuring faculty, staff and students understand their rights and, where applicable, responsibilities under the law. Oversees and coordinates investigations, responses, and resolutions to complaints, including administrative oversight of investigators and other key roles and selection and training of Deputy Title IX Coordinators.

    DUTIES AND RESPONSIBILITIES

    • Plans, guides, and advises the College administration on diversity, equity, inclusion, and belonging (DEIB) matters; collaborates with campus leaders to create, implement, and monitor programs designed to ensure fair and equitable treatment of students, faculty, and staff.
    • Serves as the College’s Title IX Coordinator and the primary point of contact for Title IX reports; oversees and ensures compliance with applicable laws and regulations and develops and revises policies and procedures as needed.
    • Leads a college-wide team focused on equity and inclusion efforts (DEIB, REACH Deep, REACH Deeper, etc.) and collaborates with Student Life and the Multicultural Affairs Committee on event programming to cultivate an open and inclusive educational environment.
    • Gathers and analyzes data related to DEIB, Title IX, and related programs for continuous improvement and ongoing compliance, including writing comprehensive reports and maintaining records of investigations.
    • Advises appropriate staff on the College’s recruitment and retention of underrepresented groups and collaborates with Human Resources to develop recruitment strategies to attract underrepresented candidates.
    • Develops and implements College-wide training to promote a climate of equity and inclusion. Training may be virtual or in-person and include available online tools.
    • Develops, implements, coordinates and conducts educational programs and initiatives designed to educate and support faculty, staff, and students regarding their rights and, where applicable, obligations under Title IX, including reporting options/responsibilities, support services, College policy and applicable disciplinary options, complaint procedures, confidential resources, etc.
    • Collaborates with other College departments on compliance activities and programming related to the Clery Act and VAWA.
    • Assist with selection, training, and oversight of designated Deputy Title IX Coordinators across the institution; and assists with ensuring that investigators, adjudicators, and those involved with processing Title IX complaints are adequately trained in compliance with Title IX guidance.
    • Oversees, coordinates, and ensures investigations of reports and complaints of sexual misconduct are adequate, reliable, timely, confidential and impartial; reviews proposed sanctions for sexual misconduct before they are imposed to ensure that they are reasonably calculated to stop the sexual misconduct and prevent its recurrence.
    • Oversees, coordinates, and ensures compliance with laws and regulations protecting pregnant and parenting students. Collaborates with Student Services and Accessibility Services as needed on pregnant and parenting student matters and provides training and guidance regarding general pregnancy and parenting student obligations under Title IX.
    • Utilizes a comprehensive case management system that includes Title IX reports and complaints.
    • Assists with training, promotion, and enforcement of internal procedures and controls, and problem resolution.
    • Identifies systemic aspects relating to complaints and determines whether campus-wide resources should be adopted in response, including review and revision of the College’s sexual misconduct policies, increased monitoring, supervision or security at locations where sexual misconduct is reported to occur, and increased education and prevention efforts to targeted populations.
    • Collaborates with leadership and campus constituencies to disseminate information, redesign processes as determined to be needed, and support investigative processes; collaborates and coordinates with compliance partners within the College to support overlapping compliance needs and responsibilities.
    • Communicates with Campus Police, external law enforcement, and government agencies to ensure applicable reports are handled appropriately and in a timely manner; coordinates with local victim advocacy organizations and service providers as needed and appropriate.
    • Serves on College planning and policy making committees as requested.
    • Serves as Campus Security Authority as outlined by the Clery Act.
    • Performs other duties as assigned including special projects.

    MINIMUM EDUCATION QUALIFICATIONS

    • Bachelor’s degree from a nationally accredited institution in counseling, student personnel, education, behavioral sciences, or a related field required. Master’s degree is preferred.

    MINIMUM EXPERIENCE QUALIFICATIONS

    • Two years of full-time experience working with student conduct and/or employee relations. Must also have experience with compliance administration and coordinating complaint resolutions in the higher education field.
    • Experience with database management systems such as Maxient, Watermark, and Colleague preferred.
    • Working knowledge of applicable state and federal regulations and current trends and legal matters related to Title IX, ADA, Clery, VAWA, DFSCA, and student conduct preferred.
    • Excellent interpersonal, presentation, and facilitation skills.
    • Excellent organizational skills and attention to detail.
    • Ability to problem solve in a collaborative manner and to make difficult and timely decisions utilizing sound judgment required.
    • Strong written and verbal communication skills.
    • Ability to develop and present educational programs and/or workshops.
    • Ability to provide effective and appropriate advice and expertise to all levels of the College community.
    • Ability to provide technical advice and information to faculty and staff in area of expertise.
    • Ability to investigate and analyze claims information and to draw conclusions.
    • Ability to operate calmly and effectively under stressful conditions.
    • Conflict resolution and/or mediation skills.
    • Ability to gather data, compile information, and prepare reports.
    • Ability to use independent judgment and to manage and impart confidential information.
    • Ability to foster a cooperative work environment.
    • Knowledge of current and emerging legislation, issues, and trends as appropriate to the position.
    • Ability to develop and implement new strategies and procedures.

    PHYSICAL REQUIREMENTS

    • No or very limited physical effort required.
    • No or very limited exposure to physical risk.
    • Generally works in an office environment, but may sit, stand, or walk for long periods of time.
    • Occasional bending, stooping, and reaching with the ability to lift and maneuver items weighing up to 25 pounds required.
    • Work environment can be stressful at times in dealing with a wide variety of challenges and deadlines.
    • In addition to regular office hours, position sometimes requires overtime and/or evening hours and travel to other Gaston College campuses.
