Installation & Maintenance Technician Manager manages the installation, maintenance, testing, troubleshooting, and repairing of switches, cables, and other telecommunications equipment in the field to ensure optimum network usage and quality. Ensures compliance to customer specifications and company requirements. Being an Installation & Maintenance Technician Manager ensures all functions are completed on time and within budget. Coordinates the scheduling of installation and maintenance services. Additionally, Installation & Maintenance Technician Manager provides and evaluates training for installation and maintenance technicians. May require a bachelor's degree. Typically reports to a head of unit/department. The Installation & Maintenance Technician Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager.   • Duties

    • Serve as an Engineering Technician with functional responsibility of the evaluation and surveillance of the facilities engineering support services and construction contracts for Directorate of Public Works, Fort Bliss Texas
    • Serve as the Contracting Officer Representative (COR) for base services and construction contracts.
    • Provide contract personnel with interpretation and explanation of technical specifications, requirements, and terms and conditions as they relate to the contract.
    • Consult and advise on planning, coordinating, organizing, and implementation of all phases of the operations and repair program for the installation.
    • Perform quality assurance surveillance and physical inspection of all real property facilities to include buildings, roads and grounds, pest management and other maintenance and repair services performed by facilities support contracts.
    • Prepare estimate, analyze by comparison to empirical cost data, and current replacement costs for repairs to and/or demolition of a facility.

    • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
    • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
    • This position has been designated "Mission Essential". In the event of severe weather conditions
    • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
    • This position may require work on us federal holidays, weekends, or overtime / callback.
    • This position has a requirement to lift up to 35 lbs. in the regular performance of duties.

    Qualifications

    Specialized Experience: One year of specialized experience which includes 1)developing specifications covering various phases of construction work; 2) performing duties of a Contract Officer Representative for construction and/or service contracts; and 3) developing contract performance work statements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

    Education

    Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.
