    The PCS Nurse Manager duties and responsibilities include but are not limited to the following:

    • Responsible for the achievement of quality care standards, productivity targets, efficiency and process improvement, patient satisfaction, accessibility to care, budgetary targets, and meeting performance goals.
    • As a management function, the incumbent negotiates and establishes specific performance goals and measurement processes for the programs related to patient satisfaction, quality of care, and productivity/efficiency of the operations with the programs.
    • Incumbent works closely with Section Chiefs, Division leadership program staff, and other interdisciplinary team staff to achieve established goals.
    • The PCS Nurse Manager defines, monitors, and manages all budgetary aspects for the operation of the programs associated with their umbrella of responsibility.
    • Establish processes for the recruitment, selection, and hiring of high-quality staff to OCD programs.
    • Establish appropriate and safe staff to patient ratios, and determines appropriate staff-mix to provide quality care at a cost-effective price.
    • Assures that the program and staff utilize processes for evaluation, procurement, and cost-effective use of supplies and equipment.
    • Forecasts, briefs, and makes recommendations regarding resource needs/issues to the management team.
    • Coordinates activities across clinical programs, other service lines, and divisions.
    • Demonstrate tact, diplomacy, negotiating skills, and a high level of critical thinking to meet the demands of a diverse, dynamic organization.
    • Assess programs for areas of integration or overlap of work units to create efficiency between units.
    • Utilize the principles of Advanced Clinic Access (ACA)/Systems Redesign in all areas of responsibility in order to better understand and manage business practices.
    • Create seamless management of referral practice promoting accessibility and ease of navigating the system for patients, referral providers, and staff.
    • Develop mechanisms to continuously improve performance in the efficiency, utilization, productivity, and effectiveness of the programs.
    • Provide leadership in development, implementation, and coordination with other disciplines to affect administrative changes that improve patient care practice and service delivery.
    • Demonstrates leadership in delivering and improving holistic care through collaborative strategies with others.

    Qualifications

    Basic Requirements:

    • English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
    Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
    • Nurse II - Bachelor's degree in nursing and two years of professional nursing experience, one of which is a year of specialized nursing experience equivalent to Nurse I, Level 3 OR Master's degree in nursing with one year of specialized nursing experience equivalent to Nurse I, Level 3 OR Master's degree in a related field with a bachelor's degree in nursing with one year of specialized nursing experience equivalent to Nurse I, Level 3 OR Doctorate degree in nursing with no professional nursing experience OR Doctorate degree in a related field with a master's or bachelor's degree in nursing with no professional nursing experience.
    • Nurse III - Master's degree in nursing with two years of specialized nursing experience, one of which is equivalent to Nurse II and meets all dimension requirements for Nurse III OR Master's degree in a related field with a bachelor's degree in nursing with two years of specialized nursing experience, one of which is equivalent to Nurse II and meets all dimension requirements for Nurse III OR Doctorate degree in nursing with one year of specialized nursing experience which is equivalent to Nurse II and meets all dimension requirements for Nurse III OR Doctorate degree in a related field with a master's or bachelor's degree in nursing with one year of specialized nursing experience equivalent to Nurse II and meets all dimension requirements for Nurse III.

    Physical Requirements: Light lifting, under 15 pounds; Light carrying, under 15 pounds; Reaching above shoulder; Use of fingers; Both hands required; Walking (5-10 hours); Standing (5-10 hours); Ability to distinguish basic colors; Hearing (aid may be permitted).

    (a) The Accreditation Commission for Education in Nursing (ACEN), 3343 Peachtree Road NE, Suite 850, Atlanta, GA 30326. The ACEN accredits all levels of nursing programs, including clinical doctorate, masters/post master's certificate, baccalaureate, associate and diploma nursing education programs. (Note: The National League for Nursing Accrediting Commission/NLNAC changed its name to ACEN in May 2013. ACEN's website may be utilized to verify accredited programs using automated inquiry processes; however, for verification of any nursing program's accreditation prior to 1998, an automated inquiry cannot be used and ACEN must be contacted directly via their email contact information on the ACEN website to verify.); or
    (b) The Commission on Collegiate Nursing Education (CCNE), 655 K Street, NW, Suite 7, Washington, DC 20001. The CCNE is an accrediting arm of the American Association of Colleges of Nursing (AACN) and accredits nursing education programs at the bachelor and master's level. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.

    (2) Foreign Education: Graduates of foreign schools of professional nursing who possess a current, full, active and unrestricted registration (see paragraph 3c) will meet the requirement of graduation from an approved school of professional nursing to warrant appointment as a Nurse who has completed an associate degree level Nursing education program. In order to grant credit towards an appointment based on foreign nursing education higher than the associate degree level, formal degree equivalency validation from a recognized degree equivalency evaluation agency accepted by VA such as the International Consultants of Delaware (ICD) must be obtained.
