      NOTICE OF PROJECTED VACANCY

      Statewide Field Team Implementation and Improvement Consultant - 215 Days/Year

      SUMMARY: The Implementation and Improvement Consultant (IIC) will assist in building capacity in educational leaders to utilize implementation and improvement sciences to improve outcomes for all learners. The IIC will provide professional learning and technical assistance to MDE, ISDs, and districts with schools identified through the statewide system of support. (This is a grant-funded position. This position will end when the Technical Assistance Grant awarded to Calhoun ISD ends.)

      ESSENTIAL DUTIES AND RESPONSIBILITIES: Other duties may be assigned

      • Remain current on national and international trends on implementation and improvement sciences, systems refinement, and leadership development
      • Assist in the ongoing development of resources to support implementation, continuous improvement, and systems refinement
      • Assist in the scheduling, development, and delivery of professional learning and contextualized technical assistance to MDE, ISDs, and districts with identified schools

      • Work collaboratively with and support learning among the SWFT, MDE, ISDs, and districts with identified schools; recommend specific strategies based on local context

      • Assist the Michigan Department of Education (MDE) in supporting schools identified through the statewide system of support in creating, monitoring, adjusting, and evaluating continuous improvement (MICIP) plans
      • Support ISDs and districts with identified schools in their implementation of evidence-based practices and policies
      • Identify, contextualize, and improve the use of evidence-based implementation strategies in a range of settings
      • Provide ongoing feedback on systems, programs, and practices using practical, relevant measures of progress, and considering the differential impact of interventions across populations
      • Assess needs and assets, through an equity lens, in order to consider how a system, program, or practice, and the implementation support provided, can improve outcomes
      • Support practitioners in the use of data to purposefully prepare and reexamine implementation processes and continuously improve practice, organization, and systems changes in order to improve learner outcomes
      • Help to identify, understand, and address the dynamic changes that occur over time in the use of programs and practices, the characteristics of the practice settings, and in the broader system that establishes how services are delivered
      • Promote and facilitate the active involvement of critical perspectives in all stages of the design and implementation process, resulting in service models, approaches, and practices that are contextualized and tailored to settings
      • Enable knowledge exchange and information sharing among critical perspectives to increase understanding of diverse perspectives related to the design and implementation of programs or practices
      • Facilitate communication and support teams to communicate and use timely feedback loops with critical perspectives
      • Analyze, interpret, and effectively assess strengths and opportunities for growth
      • Develop and coach individuals and teams that will be responsible for change efforts
      • Grow and sustain diverse, authentic, respectful, and trusting relationships with critical perspectives to guide and support implementation and systems change efforts
      • Foster leadership behaviors among all critical perspectives and help to create space for new and emerging leaders
      • Facilitate meetings and group discussions
      • Participate on committees and projects as assigned
      • Maintain regular consistent attendance and punctuality
      • Maintain a professional appearance
      • Adhere to district and ISD health and safety procedures
      • Adhere to board policies
      • Maintain confidentiality

      SUPERVISORY RESPONSIBILITIES: Carry out supervisory responsibilities as assigned and in accordance with the organization's policies and applicable laws.

      EDUCATION and/or EXPERIENCE:

      • Masters degree and a minimum of five years teaching experience required
      • Building level administrative experience preferred
      • District Central Office experience preferred
      • ISD level experience preferred
      • Proven expertise in continuous improvement, implementation science, systems refinement, and the MICIP process and platform required

      • Ability to use observational data and formative assessment processes to guide professional learning required
      • Demonstrated success with working in diverse environments required
      • Expertise in designing and delivering professional learning required
      • Ability to utilize data from diagnostic tools to determine additional supports required
      • Experience facilitating adult learners and ability to build relationships required
      • Demonstrated ability to schedule limited time and be a self-starter required

      CERTIFICATES, LICENSES, REGISTRATION: Michigan Teacher Certification preferred. Michigan Administrative Certification preferred.

      This is largely a remote position with regular travel within the State of Michigan. A reliable vehicle is required, as well as, flexibility to travel for multiple days and/or to multiple sites within a week.

      B. Complaint/Grievance Procedure Notice

      I. Any person believing that the Calhoun Intermediate School District or any of the District’s staff has inadequately applied the principles and/or regulations of non-discrimination laws or district non-discrimination policies may bring forward a complaint, which shall be referred to as a grievance to the district’s Civil Rights Coordinator.

      II. The person who believes s/he has a valid basis for grievance shall discuss the grievance informally and on a verbal basis with the District’s Civil Rights Coordinator, who shall in turn investigate the complaint and reply with verbal answer to the complainant. S/He may initiate formal procedures according to the following steps:

      Step 1
      A written statement of the grievance signed by the complainant shall be submitted to the District’s Civil Rights Coordinator within five (5) business days of receipt of answers to the informal complaint. The Coordinator shall further investigate the matters of grievance and reply in writing to the complainant within five (5) business days.

      Step 2
      If the complainant wishes to appeal the decision of the District’s Civil Rights Coordinator, s/he may submit a signed statement of appeal to the Superintendent of Schools within five (5) business days after receipt of the Coordinator’s response. The Superintendent shall meet with all parties involved, formulate a conclusion and respond in writing to the complainant within ten (10) business days.

      Step 3
      If the complainant remains unsatisfied, s/he may appeal through a signed written statement to the Board of Education within five (5) business days of his/her receipt of the Superintendent’s response in step two. In an attempt to resolve the grievance, the Board of Education shall meet with the concerned parties and their representative within twenty (20) business days of the receipt of such an appeal. A copy of the Board’s disposition of the appeal shall be sent to each concerned party within ten (10) business days of this meeting.

      The District’s Coordinator, on request, will provide a copy of the District’s grievance procedure and investigate all complaints in accordance with this procedure.
