IT Vendor Relationship Director designs and implements the organization's strategic technology vendor management program to meet company needs and comply with required quality standards. Selects providers and oversees procurement of IT products and services to monitor and maintain operational costs and budgets. Being an IT Vendor Relationship Director administers the request for proposals process to vet the reputation and quality of vendor products. Negotiates service level agreements to ensure performance/quality metrics, responsibilities, expectations, and penalties are clearly defined. Director of Outsourcing and Vendor Governance (Office OR Remote)

  • The Director of Outsourcing and Vendor Governance is responsible and accountable for leading and implementing the Outsourcing and Vendor Governance strategies, develop effective partnerships with stakeholders at all levels to ensure execution of sourcing strategies to achieve year over year value in the forms of savings, risk mitigation and build and improved strong supplier performance. The Director is accountable for the line management of the Outsourcing and Vendor Governance team, including development, coaching, talent planning and performance management. This position will report into the Executive Director/Head of Clinical Contracts and Outsourcing (CC&O).  Both strategic and tactical execution are key to success in this role.   

    Responsibilities 

    • Successfully lead a team of contract and outsourcing professionals to develop strategic contracts and sourcing plans in support of clinical development functional areas such as clinical operations, clinical supply, clinical pharmacology, etc.
    • Leads and develops sourcing and vendor oversight/governance strategies in support of Clinical Development Functional Areas to achieve in the forms of savings, risk mitigation, and improved supplier performance
    • Accountable for the development and implementation of clinical sourcing strategies, planning horizon is typically 12-24 months
    • Demonstrates leadership and development of reporting line, including creating clear opportunities and development plans within the Outsourcing and Vendor Governance function
    • Establishes and oversee vendor governance and performance of vendors with respect to quality of work, cost, timelines, and other related parameters
    • Develops and implements sourcing analytics/metrics to improve decision making, measure value, and enable a more strategic view of the portfolio, including development of (reverse and) Key Performance Indicators to measure supplier performance and drive business goals and improvements
    • Establishes governance across clinical supplier relationships (including CROs), develops and manages governance plan/charter, and provides guidance to key stakeholders
    • Manages the evolution of clinical vendor partnerships and alliances through their life cycles, including negotiation of contractual agreements/amendments
    • Leads and facilitates supplier negotiations to ensure appropriate terms, rates, services, etc. are aligned to the strategic needs of the business
    • Demonstrates clear ability to apply critical thinking, strategy development, and vision towards the growth of vendor relationship management plans, while also overseeing the day-to-day execution in a high volume, fast paced environment
    • Facilitates sourcing and contracting issues escalation and resolution, as needed
    • Participates in cross-functional improvement processes and policies
    • Leads the functional evaluation of new business processes or process improvement opportunities within Outsourcing and Vendor Governance function 
    • Translates the usage of industry best practices, utilizing external sources such as benchmarking, data, and processes to continually drive improvements linked to an overall strategy

    Qualifications  

    • BS or B.A. degree; or MBA, M.S. or M.A. preferred or equivalent combination of education and experience
    • 12 years of experience in clinical sourcing or supplier management; strong foundation in operations (clinical drug development), outsourcing, and vendor management is critical, and with people management and development experience.
    • Deep expertise in global program design
    • Experience working in the pharma/biotech industry required
    • Ability to lead cross-functional teams and drives key initiatives from concept to execution in partnership across the organization (at all levels).
    • Demonstrated aptitude to negotiate complex contracts
    • Demonstrated the ability to establish and manage business (e.g., resource/business analytics) planning, process, and synthesize a variety of complex inputs into a comprehensive plan including data visualization.
    • Excellent analytical and quantitative, problem-solving skills and presentation skills
    • Knowledgeable of sourcing practices, tools, relevant systems implementation
    • Experience with all aspects of vendor oversight or alliance management including vendor selection, RFP/RFIs, contract development, selection, performance management (i.e. - portfolio oversight), and continuous improvement of the vendor base, both individually as well as at a programmatic level
    • Demonstrated leadership skills and communicating complex issues to executive management
    • Familiarity with various Regulatory and industry trends on compliance level activity (i.e. - ICH GCP E6 R2, etc.) and experience with interfacing with internal regulatory compliance and quality functions to drive vendor base improvements
    • Travel may be required

    • Must be self-motivated and able to work on problems of moderate scope and complexity.
    • Ability to work with team members across varying levels of responsibility within Arcus and external service providers.
    • Excellent organizational and time management skills and strong attention to detail, with proven ability to handle multiple tasks efficiently and effectively.
    • Proven project management and organizational skills to prioritize and manage multiple tasks with high flexibility to successfully complete the task and project
    • Able to make sound decisions within areas of own responsibility and recognizes when and how other stakeholders need to be involved

    This role can be based at our Hayward or Brisbane, CA location (preferred) or can be remote based. The anticipated salary range for fully qualified candidates applying for this position is $171,000 - $235,000 USD annually. This salary range is an estimate of what we reasonably expect to pay for this posted position. The actual salary may vary based on various factors including, without limitation, individual education, experience, tenure, skills and abilities, internal equity and alignment with market data.
