    Information Technology provides electronic data processing services to County departments including systems development and maintenance, computer programming, network management, computer operations, and personal computer support. Information Technology also assists departments with the selection and acquisition of their computer systems and personal computers. All telephone, voice mail, and related telecommunication equipment is installed, maintained, and upgraded by this department.

     

    ABOUT THE POSITION

     

    Under general direction and supervision, the Information Technology (IT) Application Support Analyst (ASA) I will provide a wide range of professional work in supporting applications used by and in support of the departments in the County of Shasta, including: monitor versions and upgrades; work directly with the software vendors, customer departments; organize, schedule, coordinate, instruct, and participate in work teams within a division/functional area within the IT Department; and perform related work as required.

     

    DISTINGUISHING CHARACTERISTICS

     

    This is the journey-level classification in the series working under the general direction of the IT Services Manager for Systems & Programming. The incumbent is expected to carry out complex assignments and projects and to perform technical support for designated software applications. The IT Application Support Analyst I performs independently and is proficient in all aspects of client server communications, application management and delegated administration. The IT Application Support Analyst I will have strong interpersonal and communication skills; is capable of explaining procedures in writing or verbally; and possesses good phone skills.

     

    This class is distinguished from the higher class of IT ASA II in that individuals in the latter class have responsibility to work at a higher level of independence, on a higher volume of systems, and/or on systems with more complexity, as well as taking on lead duties.

     

    IDEAL CANDIDATE

     

    The ideal candidate will have prior experience with case management software, processes, and concepts and with the administration and configuration of COTS systems and system integrations. In addition, they are capable of capturing and implementing business process and workflow requirements and have strong data modeling and SQL query skills, as well as the ability to develop and maintain SQL Server Reporting Services (SSRS) reports.  They will have experience creating documentation, authoring procedures, and instructing staff on how to utilize.

     

    This classification requires the ability to perform tasks specific to application support. An incumbent is required to perform in one or more of the following specialized areas:

     

    Application Management: 

     

    Incumbents assigned to this role are expected to perform a variety of tasks related to server-side application support; Provide tier-2 system support for technical issues related to on-premises applications; troubleshoot application issues and outages; participate in the implementation, upgrade and maintenance of County- hosted applications; analyze performance and security issues for business application implementations. Lead the development, adoption and implementation of best practices related to application management and security.

     

    Application Administration:

     

    Incumbents assigned to this role are expected to perform a variety of tasks related to application administration for applications either hosted in the Shasta County environment or in the cloud; perform application and user configuration; work closely with vendors and business analysts to perform analysis and implementation of requested application enhancements. Lead the development, adoption and implementation of best practices related to application administration and security.

     

    No/Low Code Application Development:

     

    Incumbents assigned to this role are expected to perform a variety of tasks related to no/low code application development and ongoing support; integrations, interfaces, reports and automation, for use by departments within the County of Shasta; write and/or maintain scripts to automate processes, migrate data, analyze data, and improve data quality; develop or contribute towards server-side or client-side web applications that accomplish such tasks as user authentication, form-based data entry, integration with other systems/software, or interactivity with existing data. Lead the development, adoption and implementation of best practices related to application administration and security.

     

    All specializations are expected to: effectively manage projects and meet deliverable deadlines; qualify issues to be escalated; prepare functional process diagrams of existing and proposed solutions; write and maintain SOPs (standard operating procedures) and other documentation for designated applications and related processes; contribute to knowledge management systems; prepare support plans to ensure a smooth transition of systems from inception to production support; document issues as well as steps taken for issue resolution; work closely with third-party vendors; work under tight deadlines; work a flexible schedule including possible evening and weekend hours; communicate well, both written and verbally with all levels of internal and external staff and management; analyze and problem solve; maintain a high level of confidentiality; review and recommend enhancements to processes, practices, and/or policies; and perform job functions in compliance with all company policies and federal/state rules and regulations as applicable to the position.


    Any combination of education and experience sufficient to directly demonstrate possession and application of the following in the specialized functional areas assigned:

    Application Management:

    Knowledge of: Application architecture models, operating systems, networking and security concepts; enterprise database management systems; Active Directory; web servers, and common web browsers; and Application Lifecycle Management concepts.

    Ability to: Interpret and derive system-level technical documentation; understand, implement, and support software solutions; and manage business application lifecycles.


    Application Administration:

    Knowledge Of: Enterprise business applications, web technologies, and security best practices; techniques and procedures for administering business and enterprise applications; principles and methods used in analysis and development of business applications; computer programming principles and scripting languages, system analysis and design procedures and techniques, and relational databases, database design, and object modeling.

    Ability to:  Learn and understand business systems, administer applications, work with business analysts to evaluate user requirements and implement enhancements to business systems; provide onsite training and support, and develop training documentation; use software tools necessary to design, organize, and administer applications; model objects, processes, and data; and develop expert knowledge of various core business and enterprise systems.

     

    No/Low Code Application:

    Knowledge Of: Principles and practices related to developing no/low code applications, HTML & CSS, and PowerShell; database structure and utilization using SQL databases including the ability to integrate with applications and APIs; concepts around no/low code platforms including, but not limited to, Microsoft toolsets Power Automate and Power Apps; Export, Transform, and Load concepts & principles; version control and management of codebases; code testing principles and practices; program documentation concepts

    Ability to: Develop new applications and scripts; understand and support existing applications and scripts; work with business analysts to evaluate user requirements and implement into applications; use software tools necessary to design, organize, and administer applications; model objects, processes, and data; and develop expert knowledge of various core business and enterprise systems.

    These employment standards are typically attained with the equivalent of a Bachelor's degree in information technology, or related field of study and one year of experience comparable to that of a Senior IT Analyst/ Programmer Analyst II/ Infrastructure Support Engineer II or three years of enterprise application support experience.

    Possession of an appropriate California driver license may be required for some positions. Depending upon assignment, an incumbent may need to regularly have access to and utilize a suitable personal vehicle in the course of business (mileage is reimbursed at the IRS rate). Proof of adequate insurance for the vehicle may be required.
