    Summary Statement

    This position is responsible for financial, policy and program quality assurance. Responsibilities include conducting quality assurance reviews, internal auditing, policy and procedure review and development, contract review and compliance management, fiscal analysis and reporting, peer review work, and narrative reporting. This position assists with annual budget preparation, procurement activities, financial transaction review, and special projects. Additionally, the incumbent will be responsible for oversight of Federal grant and cost allocation compliance, Medicaid rate setting, Social Security Administration compliance, and the Division’s Home and Community Based Services (HCBS) waiver compliance.

    Essential Functions

    Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Plans, develops, operates, and evaluates facility-wide programs related to quality assurance and risk management. Maintains communication with regulatory and accrediting agencies regarding changes in standards, strategic approaches, and program compliance. Provides information to facility director, residential services and professional services directors, and hospital administrator on monitoring programs, level of compliance with relevant standards, and effectiveness of quality enhancement programs. Analyzes risks and develops remediation plans and proactive approaches. Chairs quality assurance committee; participates on, chairs, and/or directs committees related to quality assurance or risk management (e.g., infection control, human rights, safety, medical records). Directs investigations on incidents, analyzes results, and recommends remediation plans. Provides consultation in the development of administration policies and procedures. Supervises quality assurance staff. Provides consultation to community programs regarding quality assurance and risk management.

    Job Requirements

    JOB REQUIREMENTS for Developmental Disabilities Director of Quality Assurance Applicants must have education, training and/or experience demonstrating competence in each of the following areas: Possession of a Bachelors degree or higher in Behavioral or Social Science or related field. Three years experience in quality improvement�such as�evaluating the quality of services, identifying problems and needs and recommending corrective action and improvements to ensure optimum service delivery, goals and objectives are met and ensure compliance with applicable laws, rules, regulations and standards. Three years experience in ensuring compliance with regulatory and accreditation standards for health care facilities. Six months experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives; developing and implementing program policies and procedures and ensuring compliance. Providing advice to other agency organizational units through consultation. Six months experience in developing policies and procedures. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
