Overview:
The Project Manager II role is a mid-level technical project management position within the Information Technology Division reporting to the Project Management Office. This position will act as a both a project and product manager to ensure technical deliverables meet the needs of the business and are delivered on time and within budget. They will be responsible for developing new software product concepts, designs, and/or enhancements to existing product design that reflect the needs of the business. They will conduct research and develop a good understanding of the customer s needs, new technologies, trends in the market, and competitors.
As a Project Manager II, they oversee and manage the operational aspects of ongoing projects and serve as liaison between project management and planning, project teams, and line management. Reviews status of projects and budgets, manages schedules, and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, clients, and other stakeholders. The Project Manager acts as both a PM and a Product Manager.
Responsibilities include but not limited to:
- Directly managing all aspects of the project lifecycle. Accountable for full life cycle project management, including project initiation and planning, development, testing, implementation, and closeout.
- Plan, program, and recommend allocation of resources to support the mission and associated goals and objectives.
- Develop project schedules and recommends appropriate lead-lag times. Plan workload for multiple project management teams and de-conflicts resources. Provide forward-looking schedule analysis to leadership.
- Evaluate project schedule progress and performance and identify developing problem areas. Conduct analysis to determine alternative courses of action or recovery on slipped schedules.
- Source the capabilities, skills, and technology necessary to meet customer requirements supported by service level agreements
- Conducts regular, periodic, project management status meetings to apprise all stakeholders of project progress, issues, challenges, risks, and project management activities
- Defining and tracking project milestones while developing, maintaining, and reporting on an overall integrated delivery plan.
- Accurately assessing, managing, and reporting dependencies, risks, and issues.
- Developing required project artifacts such as project charter, integrated project plan, resource plan, contingency plan, etc. depending on methodology (Waterfall, Agile).

Technical Analysis for Product Implementation
- Works alongside designated Implementation Specialists; implements new projects and applications for clients
- Gathers job specifications and business rules, and technical deliverables through direct client interfacing to assist with implementation responsibilities
- Translate client business requirements to technical documentation for the Software Engineers to implement
- Manages the overall technical analysis for all new client application setups
Performs data analysis, reviews files and mapping fields between available data, document templates and Statement of Work
- Maps all feature-level requirements to existing products and identifies clients customization needs; documents all customizations to the Statement of Work documents; creates preliminary mock-ups used to guide product coding and development
- 2-3 years of overall software related technical analysis experience
- 2-3 years of hands-on solid experience with data analysis, mapping, and transformation
- 2-3 years of experience with analysis on web-based application (B2B and B2C)
- Solid understanding of database, SQL, and XML
- Scripting or programming experience is a plus, but not required
- Solid understanding of document management and various business document correspondence
- Innovative yet practical in devising custom solutions or new features applicable to client demand
- Ability to work with various functional organizations such as Implementation Specialists, QA Department, Sales, Operations, and Information Technology Department
- Ability to handle multiple projects and work-streams simultaneously

Qualifications
- 5 – 8 years of managing large and complex technology integration projects
- BA or BS degree in CS, Engineering, or a related field preferred
