We provide Countywide services and support behind the scenes to ensure our programs can serve the residents effectively. DCA's Procurement and Contracting Administrative Hub provides County-wide strategy, policy, and processes related to all Technology and Facilities-related procurements and contracts. In addition, the Administrative Hub provides similar procurement and contracting services to meet the general and administrative needs of DCA, Elected Officials, and the Non-Department units. Who You Are: You are a strategic, forward-thinking procurement manager, with a proven track record in developing and negotiating contracts. You have in-depth knowledge of Information Technology and an understanding of the complexities and risks related to emerging technology solutions. With your collaborative approach, you will be able to quickly build rapport with team members in order to provide effective guidance and strategic direction. Your Next Challenge: As the IT Procurement and Contracting Manager, you will be tasked with administering County-wide programs and activities in support of all IT-related procurement and contracting needs. Your effective communication skills and technical knowledge will be crucial in developing and executing complex contract negotiation strategies and managing vendor performance. You will lead a team of nine (9) professional staff members in providing expertise surrounding procurement and contracting best practices and operational excellence. In this role, areas of focus will include: IT Procurement and Contract Oversight: Direct, advise, and perform negotiations for a high volume of confidential and complex legal agreements related to IT and other commercial contracts. Maintain and improve procurement and contracting processes, policies, and tools. Establish contract content to address topics such as intellectual property rights and infringement, confidentiality, acceptance criteria, and data protection. Identify areas of concern, including risks associated with changing/emerging technology and applicable laws and/or industry standards; assisting in the implementation of new policies and procedures. Program Management, Staff Development, and Administration: Determine policies, program priorities, and utilization of resources to carry out goals and objectives. Recruit, lead, coach, and evaluate the contract and procurement team members to achieve personal and organizational excellence. Develop and oversee processes and procedures of work activities, projects, programs, and workflow. Implement automation improvements and methods for improving and sustaining quality customer service. In-Depth Knowledge and Understanding of Information Technology: Understand and research a vast array of technology solutions including: software as a service, hosting, on-premise software, data centers, telecommunications, networks, mass storage arrays, disaster recovery, application development methods and life cycles, call and problem management, and technology security. Assess and determine methods of selecting, and content and structure for contracting, for IT solutions to meet technology requirements. Minimum Qualifications/Transferable Skills: Equivalency 7-10 years of qualifying training and/or experience which includes: Minimum of three (3) years professional experience in IT industry procurement and contracting, negotiation, and development. Minimum of three (3) years experience in a lead or supervisory role and/or experience coaching a team. A bachelor's degree (in lieu of a degree, we will consider equivalent years of qualifying training and/or experience).
