IT Procurement Administrator administers and coordinates activities and processes in the IT procurement function. Prepares RFI's and RFP's based on stakeholder and company requirements. Being an IT Procurement Administrator conducts sourcing activities to evaluate supplier pricing and offerings. Reviews contracts, terms, and service level agreements. Additionally, IT Procurement Administrator inputs and tracks procurement data. Facilitates the planning and coordination of equipment delivery, installations, upgrades, and changes. Typically requires a bachelor's degree or equivalent. Typically reports to a supervisor or manager. The IT Procurement Administrator work is generally independent and collaborative in nature.     An employee in this position is responsible for maintaining the computer hardware, software and programming as requested.

    Essential Functions:

    Under the direction and supervision of the IT Manager, and HR Director, the duties and responsibilities include, but are not necessarily limited to:

    1. Install, maintain, and update operating systems, application software, security software, and firmware/BIOS on servers, computers, and network devices regularly to ensure uptime and security of devices.
    2. Install, maintain, and upgrade server, network, and related hardware as needed including wireless access points, access point controller, switches, routers, cabling, and related equipment. 
    3. Maintain computer related hardware, establish a maintenance schedule, and arrange repair and replacement as required.
    4. Maintain Microsoft Active Directory structure including creation, deactivation, audits of security rights of user accounts, program security groups, and email distribution groups.
    5. Provide user support as needed for non-computer professionals via IT ticket request system and follow up with individual or groups of users per the ticket requirements.
    6. Perform training for agency computer users on operating system software, hardware, or mobile devices as necessary as equipment upgrades take place.
    7. Work with computer technician as the next level of support on software, hardware, or network related issues.
    8. Provide technical assistance related to technology used for program applications.  May include surveillance systems, mobile devices, alarm systems, etc.
    9. Manage and monitor agency mobile phone/tablets, office phone equipment and work with related service providers and vendors when necessary.
    10. Monitor and maintain a comprehensive backup system involving on-site and off-site copies and regular testing of backup media from disk, tape, cloud storage, etc.
    11. Monitor technology supplies and equipment condition, initiate purchase orders when necessary.
    12. Design, develop, and maintain scripts to include PowerShell or Bash scripts that automate portions of regular tasks.
    13. Maintain legacy projects and assist with transition to new software packages or custom developed solutions.
    14. Coordinate projects with IT Manager to ensure that new hardware, software, or security requirements are rolled out in a smooth fashion ensuring minimal downtime for agency network and staff.
    15. Work with third party vendors to assist with network, computer, or server upgrades including gathering quotes, doing due diligence on cost/features analysis, procurement, coordinate installation and project management.
    16. Other duties as assigned.

    Qualifications:

    1. Bachelor’s Degree in Computer Science or a Bachelor’s Degree in a related field with a minimum of five (5) years’ experience in a System Administrator Position.
    2. A valid driver’s license and proof of insurance.
    3. Must complete a successful background check.

    Required Knowledge, Skills and Abilities:

    1. Knowledge of Microsoft Applications i.e. Access, Excel, PowerPoint, Outlook and Word.
    2. Ability to work with a variety of equipment and software packages.
    3. Ability to work with, teach and assist non-computer professionals in a classroom or on an individual basis.
    4. Ability to solve problems using manuals, websites, or other sources.
    5. Ability to work with limited supervision and as a team.
    6. Ability to meet project deadlines.
    7. Ability to effectively communicate though written and oral communications regularly.
    8. Knowledge of computer server hardware, network equipment, and desktop/laptop hardware.
    9. Knowledge and experience with Microsoft Server, Ubuntu, Active Directory, File servers, and related technologies.
    10. Knowledge of Microsoft SQL Server, Microsoft Exchange, Office 365 Administration, Microsoft Azure cloud services.
    11. Experience with VMWare ESXi or similar virtualization platform and Veeam Backup software not required but highly valued.
