    This classification is responsible for the relationship and contracts between the County Sports and Leisure services Department and suppliers/vendors. The main responsibility of the Contract Manager is to establish and maintain long-term working relationships or partnerships between the county and selected suppliers/vendors. In order to improve time-to-market and to safeguard capacity, quality, cost and continuity in the long term.

    Note: This position has been designated by the Manatee County Commission as serving at the will and pleasure of the County Administrator. Employees so designated may be terminated at any time with or without cause.

    Working Conditions
    Indoor/Outdoor situation; high noise environment while performing certain responsibilities. Lifting equipment up to 50 lbs. alone; up to 75 lbs. with assistance. Ability to work flexible hours, including weekends and holidays, when required.

    Essential Functions

    These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position.

    Contract management (various:  including formal, short form, and annual contracts) – drafting, evaluation and negotiation: Agreements, sub-contracts, consulting agreements, licensing agreements, master agreements, Memoranda of Understanding, intergovernmental, contract employees, and League agreements and review of customer-proposed terms and conditions. Commercial and public (federal, state and local municipalities) contracting. 

    Serves as point of contact for customers on contractual matters. Acts as contractual "middle man" between department employees and other internal customers, ensuring timely review and approval/reconciliation of variations. 

    On most department standard and non-standard contracts, provides redlined recommendations and often negotiates directly with our customer's attorneys or purchasing staff until consensus has been reached.

    Maintains contractual records and documentation in a centralized proprietary electronic database, such as, receipt and control of most contract correspondence, customer contact information sheets, contractual changes, status reports and other documents for projects, grants and service agreements, trains staff on access and use of data base.

    Sees that appropriate staff is notified in a timely matter of all contractual deliverable deadlines and appropriateness of materials provided by contractors.

    As needed, provides guidance on contract matters to project managers, including training to new managers and other employees in contracting procedures.

    Develops and implements procedures for contract management and administration in compliance with County and department policy. As directed, contributes to, or influences Department policies.

    Monitors compliance by contractors with established procedures.

    Works with Risk Management Division of County Attorney to coordinate contractual insurance requirements.

    Works with Finance to ensure adherence to broader finance and risk requirements such as revenue recognition, pricing and discounting policies, export controls, etc.  May include quantitative analysis and comprehension of the economic impact of terms and term options.

    Supports management/marketing to ensure products and services are offered with appropriate, competitive terms and conditions. 

    Monitors competitive terms. Monitors customer satisfaction with County terms and conditions and contracting practices. Recommends changes if necessary.

    Ensures that signed contracts are communicated to all relevant parties to provide contract visibility and awareness, interpretation to support implementation.

    Handles on-going issues and change management.

    Monitors transactions compliance (milestones, deliverables, invoicing, etc.)

    Oversees service level agreement compliance.

    Ensures contract close-out, extension or renewal.

    Drafts responses to all contract and agreement related correspondence.

    As the departmental administrator for contracts, additional responsibilities include, but may not be limited to the following: Verifying that the Contractor or Vendor complies with all of the terms and conditions of the agreement. 

    Verify contractor performance for purposes of payment. 

    Determine acceptable performance levels. 

    Develop schedule for Statement of Work. 

    Monitor Contractor performance on specified frequency. 

    Meet with Contractor on a regular basis to review progress, discuss problems, and consider necessary changes. 

    Ensure that all services have been received to specification prior to authorizing payment. 

    Identify material breaches of contract and draft notifications. 

    Ensure that all revenue generated pursuant to the terms of the business contract are paid to the County. 

    Ensure the collection, review and maintenance of any required certificates of insurance, worker's compensation insurance, and performance bond of Letter of Credit. 

    Determine whether corrective action is necessary.

    Manages all legal documents for Sports and Leisure including ordinances, leases, agreements and contracts.

    Maintains contact with other County departments and with State and Federal agencies.

    Responds to informational requests; represents the department at various meetings; attends BCC, community and association meetings as directed.

    Prepares graphic materials and makes proactive professional public presentations, as necessary.

    Prepares and reviews requests for legal services and agendas to the Board.

    Creates reports and maps; identifies trends; performs special studies and handles special projects.

    Communicates clearly, effectively and tactfully, orally and in writing.

    Coordinates development of policies, procedures, rules and regulations governing the operation of the Sports & Leisure Department.

    Reviews the work of others to ensure compliance with standard operating procedures.

    May supervise staff and effectively plan, assign, direct and evaluate the work of assigned staff.

    Assists Department Director and Division manager with related administrative tasks, such as department memos, agenda items, and preparing presentations.

    Performs other related work (including weather or other extreme emergency duties) as required.

    Bachelor's degree in parks and recreation, public or business administration, or related field. 

    Minimum of three (3) years' work experience in the public sector, including parks and recreation administration.  

    Minimum of one (1) year budgetary experience. 

    Minimum of three (3) years' experience in development, formulation, negotiation, and management of contracts.  

    Management to include: public/private contracts, agreements and memorandums of understanding.  

    Valid driver's license with valid Florida driver's license within 30 days of hire.

    Prior supervisory experience highly desired.  

    Knowledge, Skills, and Abilities:

    Knowledge of modern administrative procedures and techniques used in the development and direction of parks planning and leisure services. 

    Knowledge of, and ability to effectively apply, rules, regulations and procedures governing contract administration. 

    Knowledge of modern management methods and practices. 

    Knowledge of human service delivery systems. 

    Ability to efficiently operate a personal computer, including pertinent software applications, i.e., Word, Excel, Lotus Notes, etc. Skill in the management of people and organizations.
