IT Capacity Planning Manager manages staff responsible for monitoring the organization's data processing and storage needs and develops long-term plans to meet business requirements. Develops policies for network storage system troubleshooting, updating and general maintenance. Being an IT Capacity Planning Manager documents problems and solutions and serves as the point of contact for network capacity related issues. Allocates storage space, plans for future projects or acquisitions, reviews hardware and software configurations and makes suggestions for appropriate storage or backup models. Additionally, IT Capacity Planning Manager may require a bachelor's degree in area of specialty. Typically reports to a head of a unit/department. The IT Capacity Planning Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be an IT Capacity Planning Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.   • Job Description of the Program Manager:

    The Program Manager is responsible for the administration of all activities required for the Arkansas Division of Emergency Management (ADEM) projects managed by the district and related programs including FEMA, Flood Plain Management including the following activities.

    Duties and Responsibilities of the Program Manager:

    • Mitigation Plans – Write plans, conduct research of hazards that effect local jurisdictions, coordinate meetings and communications with planning team, Work with FEMA and ADEM to meet guidance and get plans approved, provide guidance on plan implementation into jurisdiction, complete quarterly and/or monthly reports.
    • Grant Writing - Write grants, conduct environmental reviews for project, gather necessary supporting documents, meet with entity seeking grant, (coordinate meeting between state, planning district, and entity seeking grant funding), and build budget.
    • Grant Administration - Oversees, coordinates, and is responsible for management of organizational grants. Supports leadership team through administrative oversight. Manages program files and records. Reviews all grant related payment requests, bills, invoices, and statements to be submitted for reimbursement.
    • Property Acquisition - Complete grant for project, work with homeowner to gather necessary documents, provide guidance to homeowner, work with jurisdiction to acquire property, procure services, complete paperwork during acquisition process, complete QTR reports, coordinate with various entities such as homeowner, lender, jurisdiction, title company, demolition company, etc.
    • Safe rooms - Complete grant, work with entity building safe room, monitor progress, complete quarterly reports, coordinate between various entities during construction phase, attend applicant briefing, attend bid opening, work with architect, conduct environmental review.  
    • Seek additional Grant Funding / opportunities (Ex. Property Acquisition) – look for new opportunities to benefit local jurisdiction.

    Minimum Qualifications of Program Manager:

    • The applicant shall have a minimum of an intermediate proficiency in Microsoft Office Products.
    • Knowledge of state and federal laws and agency policies and procedures pertaining to Hazard mitigation programs.
    • Applicant should have strong writing skills and oral communication skills.
    • Knowledge of disaster equipment, shelters, plans, and programs.
    • Ability to research regulations and determine resources available to county governments.
    • Ability to assess emergency situations and determine appropriate action.
    • Develop a strategic annual program of work, monitor performance, and maintain record of reporting for all activities required.
    • Availability to work some evenings as necessary to meet established goals or attend public hearings, School Board meetings pertaining to projects and/or quorum court meetings.
    • Ability to travel locally, regionally, and nationally.
    • Reliable transportation to worksites, local, regional and/or national events.

    Preferred Qualifications:

    • Demonstrate qualities capable of promoting a professional environment, and excellent communication skills.
    • Applicant must be able to develop and maintain Natural hazard mitigation plans and continuity plans, procedures, and other documents related to the Hazard mitigation planning.
    • Applicant must be able to communicate and present information to stakeholders and agency leadership; ability to consult and provide technical assistance; and have knowledge of the National Response Framework, National Incident Management Systems, Risk Management, and Local Mitigation Planning Policy.
    • Applicant must be able to comprehend, interpret, and apply regulations, procedures, and related emergency management information; ability to show and/or demonstrate knowledge and skills of gathering detailed information and summarizing this information into reports and communication to others; and have extensive knowledge of Microsoft Office products.
    • Applicant should know the purpose of CPG 101; the purpose of CGC-1 and should have knowledge of the FEMA NPG Core Capabilities and Community Lifelines.
    • Preferred applicant should have a basic working knowledge of Microsoft Office365 including fundamental administrative tasks associated with the platform.
    • The formal education equivalent of a bachelor's degree in related field; plus, two years of experience in a government, community organization, or related field.
