    The Housing Division (HD) partners with local governments, Tribes, housing authorities, nonprofits, and other organizations to develop and preserve affordable housing, promote individual and family self-sufficiency and reduce adult and youth homelessness.
     
    The Asset Manager works within the Multifamily Housing Unit (MHU) of HD, and is responsible for specific tasks within the State Housing Trust Fund (HTF) and federal HOME and National Housing Trust Fund programs. This position implements program priorities and policies to ensure affordable housing projects remain viable and in compliance over the length of the project commitment period. Responsibilities include underwriting and contracting activities for the Housing Trust Fund’s portfolio of existing projects, including loan restructures, refinance requests, project transfers, sales and foreclosures, tax credit exit transactions, terminations, closeouts, and amending contract requirements due to errors or language updates and for changes to unit, population type, and income restriction requests.
     
     
    Duties
    The Asset Manager (CS3) exercises independent judgment and discretion regarding the interpretation and implementation of policies and regulations. This position coordinates with other MHU and agency staff for the effective and timely completion of assigned tasks and ensures that customer service is a priority. Here are some of the duties performed in this role.
     
     Contract Workouts & Amendments
    • Review and analyze organization information and project data to determine compliance with MHU program and contract requirements, organizational and project financial status, and other pertinent conditions for affordable housing projects in workout status. Prepare written analysis and recommendation for course of action.
    • Facilitate project loan refinances/restructures, property transfers/sales, tax credit exit transactions and security interest changes. 
    • Coordinate with contract specialists to ensure complete documentation and execution of appropriate amendments to contracts and other legal documents.
    • Coordinate the closing of amendments for additional fund awards and other workout restructures. This may involve coordinating with third-parties for construction review, progress monitoring, contract compliance, processing draw requests, completing project management activities, and contract closeouts.
    • Monitor contracts due for payoff or termination, recommend and coordinate next steps. Prepare written reports/presentations as needed.
    • Identify risks to the sustainability of the MHU portfolio and report to management. When instructed, take appropriate corrective action if necessary.
    • Ensure project and contract data are updated and maintained in MHU data-systems.
    Asset Management
    • Provide technical assistance to MHU staff related to loan modifications, ownership transfers and sales of property, refinances, subordination of debts, and other complex restructures.
    • Develop performance improvement plans and monitor progress of contractors experiencing substantial or recurring performance and/or compliance issues.
    • Review management plans, financial data, and organization/project specific reports to inform the development of organizational/project performance reviews.
    • Maintain knowledge and understanding of industry best practices related to affordable housing real estate development and underwriting, the Housing Trust Fund, the federal HOME program, and the National Housing Trust Fund program requirements.
    Develop, Maintain and Update Policies/Guidelines and Processes
    • Assist with continuous process improvement activities and the establishment of guidelines, policies and processes related to the work of the Asset Management team.
    • Coordinate between MHU teams on continuous process improvement efforts.
    Qualifications
    Required Qualifications: 
    • Bachelor Degree AND three years of professional experience in community, trade or economic development (preferably in affordable housing, multifamily/commercial finance, loan underwriting, land title/escrow, real estate, contracting, or in a related field); OR, if the applicant does not have a Bachelor Degree, seven years total experience as described.
    • Demonstrated understanding of commercial & multi-family real estate transactions and/or, commercial lending, troubled assets and real estate legal documentation.
    • Experience reviewing not-for-profit financial reports (annual audits, financial statements, cash flow).
    Preferred/Desired Qualifications:
    • Strong financial analysis skills.
    • Experience with real estate development and low-income housing compliance.
    • Knowledge of low-income housing, multi-family and home-ownership finance. 
    • Thorough understanding of state and federal housing program regulations.
    • Demonstrated ability to identify and implement changes necessary to streamline and standardize processes, improve administrative efficiency and effectiveness, and enhance customer service.
    • Proficiency in verbal and written communication skills to clearly and succinctly document and describe processes, procedures, performance measures, and results. 
    • One or more years’ experience with Microsoft Office and Excel.
    • Ability to track, organize, and maintain individual workload timely and efficiently.
    • Ability to work well with diverse groups and personalities.
    • Ability to work well under stress and meet tight deadlines.
