The Director of Asset Management is a hybrid role in Ellensburg, WA (relocation assistance is available). They will report to the COO and they will also manage a small team.
Essential Duties and Responsibilities
· Leads the development and implementation of the organization’s housing strategies by identifying opportunities for the development and acquisition of new affordable housing projects, rehabilitation of existing properties, and ensuring the portfolio’s long-term physical and financial health and mission achievement
· Negotiates and obtains project financing including grants, loans, tax credits, rental assistance contracts, and other subsidies
· Research, negotiate, implement and manage acquisition of new properties and disposition of existing properties
· Oversight of the development process from initial project concept through construction completion and lease up
· Responsible for all aspects of project development from project conceptualization through occupancy
· Feasibility of concept and local needs assessment
· Fiscal draw processing
· Develop feasible financial models, prepares and submits for pre-development and permanent financing including the development of operating pro-formas
· Zoning and environmental review processes
· Development team selection, review of architectural plans and specifications
· Works collaboratively with the Housing Directors to determine financial viability, local need and market analysis
· Responsible for oversight of developing raw land to a build ready state which includes land assembly and acquisition, financial modeling and funding applications, and zoning/land use approvals
· Review and analysis of preservation opportunities including negotiation of purchase and sale agreements and all due diligence activities
· Financial modeling and operational analysis of existing affordable housing developments
· Assignment and transfer of existing contracts
· Long term capital need assessments and planning
· Responsible to review, track and archive all legal documentation for all current and future AH projects
· Maintains a deep understanding of the housing and development landscape, including current and potential funding options and models like Housing First and Permanent Supportive Housing
· Develops and maintains agency relationships with state and local housing officials, private investors, and lenders
· Oversees the Asset Manager who is responsible to review and verify the performance of organization property assets against benchmark performance and oversee corrective actions through reports
· Oversees Property Maintenance Team ensuring efficient and effective project completion
Qualifications
· Prefer B.S. or B.A. degree in related fields
· Prefer 3 or more years’ experience in real estate related industry with emphasis on development & asset management activities
· In-depth experience in using affordable housing financing tools including LIHTC, OAHTC, FHA loan products, Project-Based HAP contracts, CDBG, HOME, HUD, bond programs, year-15 exists, etc.
· Demonstrated ability to negotiate complex real estate transactions, including the ability to review legal documents and negotiate terms to protect the agency’s financial and business interests
· Familiarity with housing compliance and regulatory requirements of various funding sources
· Prior affordable housing asset management or property management experience preferred
· Ability to read, analyze, and interpret tenant leases, management agreements, financial narratives, partnership agreements, development agreements, and other relevant accounting legal documents.
· Ability to effectively present information and respond to questions from all levels within, and external to, the organization
· Ability to write reports and business correspondence
· Positive attitude and good interpersonal skills
· Strong verbal and written communication skills
· High-level commitment to customer service
· Advanced financial analysis and computation skills
