    DEFINITION
    Under direction to assist in the planning, administration, and management of a major Countywide human resources function in the Department of Human Resources to proactively meet the needs of the County and its workforce; perform related duties as required.

    SUPERVISION EXERCISED
    May provide direct supervision over professional, technical, and clerical staff.

    Examples of Duties

    The duties listed below are intended only as illustrations of the various types of work that may be performed in various divisions. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

    • Depending on the assigned division, plans, organizes, directs and evaluates the work of sections in a broad human resources division such as recruitment and selection, classification and salary administration, discipline and advocacy, labor relations, staff development and training, human resources information systems, and employee relations; ensures the operations and human resources services are effectively integrated with the service needs of the department and operations of other divisions.
    • Plans and evaluates the work of staff assigned to the human resources division; with staff, develops, implements and monitors work plans to achieve goals and objectives; contributes to development of and monitors performance against the annual department budget; manages and directs development, implementation and evaluation of plans, work processes, systems and procedures to achieve annual goals, objectives and work standards.
    • Develops, implements, and administers Countywide programs, policies and procedures for various human resources functions and operations; manages a division or a major Countywide human resources project by planning, organizing, directing, and coordinating the division's work activities with other divisions, county departments, local, State and federal agencies, and contractors; initiates and manages a variety of human resources projects, studies and program reviews to evaluate and improve human resources programs, policies, rules and regulations; reviews draft reports, findings and recommendations for approval by the Director of Human Resources or their designee.
    • Manages countywide performance management programs within the framework established by the Department of Human Resources, and acts as liaison with the staff of the Department of Human Resources on appeals on ratings, actions to discharge probationary employees, evaluation procedures, and procedures for reporting ratings; manages and coordinates countywide advocacy operations and activities, ensures the appropriate preparation and presentation of cases involving department disciplinary actions and charges of discrimination which may be appealed to the Civil Service Commission.
    • Manages the employee leave programs in accordance with state and federal laws, county policies, civil service rules, and bargaining agreements; oversees the interactive discussion process countywide and ensures compliance with disability leave laws; facilitates interactive discussion meetings on complex issues such as temporary modified duty assignments and placement on the reinstatement list; provides technical assistance and advice to department heads, managers and employees on leave programs, the interactive discussion process, the Americans with Disability Act (ADA) and other pertinent laws; works with Risk Management on issues involving workers' compensation and return-to-work.
    • Ensures that departmental positions are properly classified, initiates classification studies, screens study requests from operating divisions, provides results of studies to the County Administrative Officer for approval, and transmits classification decisions to supervisors and employees; administers a centralized examining program, including examination bulletin preparation, application processing, development and administration of examination components and preparation of eligible lists in accordance with Civil Service Rules and Department of Human Resources policies and procedures; liaisons with other departments, public employment services, schools, and other agencies in matters of recruitment and selection.
    • Manages the maintenance of employee records, position control and oversees and verifies processing of all departmental personnel transactions, including new employee intake, employee transfer and reassignment, and vacation, sick leave, family leave, overtime, leave of absence reinstatements, restorations, lay-offs, and other similar personnel actions; analyzes employee turnover and separation statistics and administers a program of exit interviews for resigning, terminating or transferring employees and interviews employees as necessary. Confers with County Administrative Office and the Auditor-Controller's Office on payroll, salary and other personnel programs and policies.
    • Plans, organizes, supervises, and participates in the conduct of countywide staff development programs in such areas as employee orientation, technical and specialized skills, employee and management development, and supervision; develops and manages a Countywide comprehensive staff development and training program; makes recommendations for and implements county and departmental training policy; determines training needs through investigation, consultation, and evaluation of requests; recommends staff development and training programs to management in order to meet these needs; advises and consults with county administration in formulating training plans; prepares and secures training materials such as syllabi, curricula, manuals, charts, or other audio-visual aids; analyzes and evaluates the effectiveness of trainers and training and recommends revisions to increase the effectiveness of the staff development programs; leads conferences, confirms outside speaking engagements, and serves on the countywide and departmental training related committees.
    • Serves as Chief Negotiator in negotiations with bargaining units; develops negotiation strategies; prepares and evaluates proposals and responses to proposals from employee organizations; completes and analyzes data used in contract negotiations and costs out proposals; administers the implementation of bargaining agreements and communicates with county management regarding contract changes; assists with compliance of the agreements; works to resolve issues involving employee relations or contractual interpretations or disputes; assists in the grievance process including arbitration; works with county counsel to respond to claims of unfair labor practices.
    • Presents reports and board agenda items to the Board of Supervisors, administrators, staff, and the public; attends local, state, regional and federal conferences, workshops, meetings and training seminars to maintain current in areas of responsibility.
    • Evaluates human resources information systems enhancements; provides guidance to end users on application use and operating parameters; translates user expectations into technical specifications for enhancement and customization projects; consults with other county Information Technology staff on business process changes; researches these changes for potential problems, including impact on other areas.
    • Stays current with knowledge related to human resources management by attending professional conferences and in-service education programs, as well as by reviewing information obtained from Department memoranda, staff meetings and professional publications to attain and maintain human resources-related knowledge and skills and determine the impact of developments and change on providing service excellence.
    • Demonstrates sensitivity to and understanding of historically minoritized groups and participates in professional development activities to increase cultural competency to enhance equity-minded practices within the county.
    • Evaluates requests for application enhancements; provides guidance to end users on application use and operating parameters; translates user expectations into technical specifications for enhancement and customization projects; consults with other county Information Technology staff on business process changes; researches these changes for potential problems, including impact on other areas.

    OTHER RELATED DUTIES

    • Acts for the Assistant Director of Human Resources in their absence.
    • May represent the department on task forces, committees, or projects; represents the human resources department to the public, community organizations, and other government agencies; performs a variety of community outreach activities.
    • May be assigned disaster service worker responsibilities as directed.
    • Performs related duties and responsibilities as assigned.

    Education, Experience and Training:
    Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. ᅠA typical way to obtain the knowledge, skills, and abilities would be:

    Education: Bachelor's Degree from an accredited college or university with major course work in human resources management, public administration, business administration, industrial/organizational psychology, organizational development or a related field.

    Experience: Four (4) years of highly responsible experience supervising professional-level staff conducting technical human resources work in areas such as recruitment and selection, labor relations, discipline/advocacy, classification, benefits and leave management, staff development and training, and/or employee relations.

    License or Certificate: Possession of, or ability to obtain, an appropriate, valid California Driver's License.

    Pay: $94,736.55 - $115,152.86 per year
