Human Resources Manager develops human resources policies and programs and directs the staff in managing and implementing programs that support employee engagement, productivity, and company objectives. Manages key HR functions, including recruiting, employee/labor relations, health and safety, compensation, benefits, training, diversity, payroll, and employee records. Being a Human Resources Manager develops and delivers internal staff communications. Evaluates, selects, and manages relationships with vendors to provide supplemental HR processes and services. Additionally, Human Resources Manager maintains employee records of pay, benefits, accidents, performance, and other activities and files reporting required to comply with labor laws and regulations. Collaborates with leadership on special projects. Requires a bachelor's degree. Typically reports to a director. The Human Resources Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Human Resources Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required. STAFF SERVICES MANAGER I

    As a member of the Customer Service and Support team, you will bring your skills to lead all open enrollment project related tasks including but not limited to the initialization, planning, execution and managing the annual project activities. Successful delivery will help ensure quality benefit programs and services are delivered to the State of California employees, retirees and dependents.

    Under the direction of the Benefits Projects and Compliance Staff Services Manager II (SSM II), the Staff Services Manager I Specialist (SSMI Specialist) is responsible for performing complex duties related to the administration of the state’s benefits programs primarily, but not limited to the Projects and Compliance section ensuring alignment with the CalHR and Benefits Division mission, vision, values and goals.

    1. Describe your experience in employee benefits administration or the general health care industry, include years of experience and an example of how you used an innovative approach to address a complex challenge that resulted in an effective service delivery resolution.
    2. Describe your experience managing multiple projects. How do you successfully track project deliverables to ensure project outcomes are met as expected?
    3. Describe your knowledge of diversity, inclusion, and equity and your years of experience interacting with diverse groups of individuals at all levels and across organizations. Be specific in describing different communication strategies and techniques used for effective communication amongst varied groups.
    4. Describe your years of experience in developing cooperative working relationships with internal and external stakeholders for systems change in projects. How did you ensure that different stakeholder concerns, perspectives and priorities were addressed to enhance collaboration?
