Human Resources Manager develops human resources policies and programs and directs the staff in managing and implementing programs that support employee engagement, productivity, and company objectives. Manages key HR functions, including recruiting, employee/labor relations, health and safety, compensation, benefits, training, diversity, payroll, and employee records. Being a Human Resources Manager develops and delivers internal staff communications. Evaluates, selects, and manages relationships with vendors to provide supplemental HR processes and services. Additionally, Human Resources Manager maintains employee records of pay, benefits, accidents, performance, and other activities and files reporting required to comply with labor laws and regulations. Collaborates with leadership on special projects. Requires a bachelor's degree. Typically reports to a director. The Human Resources Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Human Resources Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     Reports To: Senior Administrator, Human Resources (or designee)

    FLSA Status: Exempt

    School Classification: Classified

    Pay Schedule: Range 8

    Work Schedule: 12 months

    Location: Onsite and Remote Office


    Position Summary: The human resources (HR) manager, under the guidance of the senior administrator of human resources, is responsible for developing and coordinating benefits and total rewards packages for staff members to ensure they are maximized and provide a comprehensive support system.


    ESSENTIAL FUNCTIONS and RESPONSIBILITIES


    Compensation Duties

    • Develops competitive compensation plans by analyzing compensation policies, government regulations, and prevailing wage rates

    • Processes and manages teachers' payroll monthly in collaboration with the payroll manager, ensuring compliance with all payroll steps

    • Supports in the preparation and processing of semi-monthly and monthly payroll as needed

    • Maintains an up-to-date payroll manual

    • Maintains and prepares accurate budgets for personnel operations

    • Serves as a resource for payroll and HR staff regarding benefits and HR policies/regulations

    • Keeps management informed of potential issues and recommends/implements solutions as appropriate

    • Ensures accurate tracking of teacher salaries and compensation

    • Researches manages, and implements human resources projects, including but not limited to payroll, benefits, compensation studies, timekeeping, strategic planning, staff training school policies, health and safety, and compliance


    Benefit Duties

    • Administers all health and welfare plans, manages operations of open enrollment, and monitors enrollment and qualifying events

    • Provides information and tracks employee sick and vacation days in the HRIS

    • Reviews monthly billings from insurance providers for accuracy and advances for payment. Resolves discrepancies with Benefits Administrator, payroll, and the school

    • Coordinates and assists with the ACA benefits reporting requirements

    • Develops s evaluates and modifies benefits policies to ensure that programs are current, competitive, and in compliance with legal requirements

    • Directs preparation and distribution of written and verbal information to inform employees of benefits, compensation, and personnel policies


    Compliance Duties

    • Collaborates in maintaining and updating the organization's employee handbook, policies, and safety plan

    • Stays up-to-date on HR laws and regulations and ensures compliance with all applicable laws

    • Ensures compliance with federal, state, local, industry, and school policy, standards, specifications, and best practices

    • Works with the human resources department to keep human resources manuals, policies, and trainings current and updated

    • Collaborates across departments to support in the CALPADS and CalSAAS reporting, ensuring school data on employment, credentialing and authorizations is accurate

    • Keeps current on Commission on Teacher Credentialing and California Department of Education requirements and regulations in terms of credentialing and teacher assignment

    • Supports certificated staff with keeping credentials current and valid

    • Communicates and supports staff with missing authorizations and clear credentials in order to meet assigned deadlines to maintain minimum eligibility for their position

    • Serves as a resource to staff and outside agencies concerning credential eligibility, requirements and procedures

    • Responds to inquiries and provides information; distributes application materials and other information as requested

    • Prepares audit information as it relates to credentialing


    School Staffing Plan

    • Assists in the preparation and maintenance of the schools’ staffing plan

    • Ensures the schools’ HRIS is kept current and reflects staffing plans as approved by the superintendent and board of directors


    Oversight Responsibilities

    • Supports the senior administrator, human resources with the supervision and oversight of tasks and projects assigned to the human resources staff members, including but not limited to:

    • Human Resources Operations Specialist

    • Other Human Resources staff, as hired


    Other Duties

    • Responds to non-urgent communication within 24 school hours and urgent communication within two school hours

    • Resolves escalated employee, parent, and student issues in alignment with core values and ensuring compliance with the school’s Uniform Complaint Policy; the school’s Uniform Technology Policy; and the provisions of California Penal Code Section 11166 (Child Abuse and Neglect Reporting Act)

    • Performs other duties as assigned


    QUALIFICATIONS GUIDE


    To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.


    Experience & Education:

    • Bachelor’s degree or HR related experience may be substituted for the required education on a year-for-year basis (eg. substitute four years of experience for a bachelor’s degree)

    • Human Resources Certification Institute (HRCI) or Society for Human Resources Management (SHRM) HR professional certification preferred


    Other Qualifications:

    • State and federal fingerprint clearance (LiveScan) to work with students (Ed. Code 44237). No prospective employee can report to work without this clearance being received and Human Resources notifying the immediate supervisor of this clearance.

    • Proof of a clear TB Tine test or signed Certificate of Completion dated within the last 60 days (Ed. Code 49406) upon employment and thereafter updated every four years

    • Hold and maintain a valid California Driver’s License; proof of automobile insurance; and full time use of a dependable automobile that is insured pursuant to California regulations.


    Knowledge:

    • Computer and technology literacy:

    • Operate office equipment including a calculator, copier, fax machine, computer, and assigned software.

    • Knowledge and experience using Google docs, Google spreadsheets, and other online collaboration tools to send and receive information

    • Methods of collecting and organizing data and information

    • Basic database skills

    • Knowledge of applicable laws, codes, regulations, policies, and procedures

    • Basic arithmetic calculations with speed and accuracy

    • Willingness to research and become knowledgeable
