Human Resources Director plans and oversees human resources functional operations, including talent acquisition, compensation, benefits, training, employee relations, safety, and compliance. Administers human resources programs and policies to reflect the organization's mission and values, support company goals, achieve objectives, and positively engage the workforce. Being a Human Resources Director maintains broad and current subject matter knowledge and expertise in federal and state employment laws to advise leadership with solutions for human resources issues and evolving organizational needs. Implements an HRIS or other system to facilitate processes and provide data and reporting on HR activity. Additionally, Human Resources Director requires a bachelor's degree. Typically reports to top management. The Human Resources Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure.     DEPARTMENT: Human Resources

    LOCATION: County Office Building

    SALARY: Range $49,769.49 - $55,008.02

    Pay Grade 11 Management

    HOURS: 8:30 am to 4:30 pm Monday to Friday (1 Hour unpaid Lunch)

    35 hours per week Exempt

    OVERALL OBJECTIVE OF JOB:

    To oversee, administer and direct the human resources department, and support all areas of the County Executive, Administrative, Judicial branches of Government. Duties include overall HR strategies and operational plans that support the goals of the County, talent acquisition, talent development, payroll, comprehensive compensation and benefits, employee complaints and union grievances, and labor negotiations and employee relations, employee claims, risk management, safety and workers compensation programs.

    ESSENTIAL FUNCTIONS OF JOB:

    1. Supervises Human Resources staff and overall operation of department.

    2. Recruits, interviews applicants; evaluates qualifications for employment and makes recommendations regarding selection. Oversees and trains supervisors and managements on the application of County policies for interviewing and recruitment.

    3. Advises County officials on personnel needs, problems; makes recommendations regarding personnel policies, procedures and actions. Monitors for consistency the application of the County Policies and Procedures. Addresses areas of non-compliance.

    4. Maintains position classification and pay plans and makes required modifications; conducts position audits as necessary and makes appropriate reclassifications.

    5. Represents County at unemployment, workers compensation or EEOC hearings.

    6. Develops and implements effective employee relations programs.

    7. Conducts orientation for all new staff, and/or develops orientation procedures.

    8. Ensures all health and safety issues are carried out and are in compliance with applicable Federal, State and local laws.

    9. Administers all Employee Benefits programs, i.e., health, life, welfare, workers compensation, wellness and other benefits and recommends to Commissioners any need for changes regarding cost and effectiveness of programs.

    10. Oversees the County Safety Committee and workers Compensation prevention activities.

    11. Develops or makes revisions to personnel policies and procedures as necessary.

    12. Maintains accurate recordkeeping in compliance with legal requirements.

    13. Resolves union grievances and other personnel-related procedural conflicts/complaints in a consistent/uniform manner.

    14. Gathers facts/data regarding new legislation affecting County personnel matters and advises staff and Commissioners of same; updates policies as required to maintain compliance with applicable laws.

    15. Acts as liaison between department heads, elected officials and staff members regarding Human Resources Issues.

    16. Coordinates all personnel actions to include recruitment, classification, certification, etc. with County Policies and Merit Hire standards and state funding agencies, i.e., Department of Health, Department of Public Welfare, Department of Aging, and PA Emergency Management Association.

    17. Completes research and develops plan design and cost analysis for annual healthcare coverage.

    18. Conducts meetings with union representative and administers and negotiates the 4 separate collective bargaining agreements.

    19. Provides support, coaching and direction to supervisors, department heads, and employees in dealing with conflict, disagreements or employee related matters.

    20. Works with Maintenance in resolving on-going maintenance issues of County Buildings and to identify risks to the employees and public.

    21. Serves as first point of contact after an employee injury/vehicle accident. Manages vehicle safety program. Monitors auto claims to mitigate losses. Properly reports all employee injury and auto claims.

    22. Monitors all workers compensation claims and works with Department Heads to mitigate losses and facilitate return to work.

    23. Assists Chief Clerk with obtaining estimate for all loss claims. Provides estimate to the proper insurance company. Review of loss run report.

    24. Monitors all property and liability claims and works with Department Heads to mitigate losses.

    25. Consults with Commissioners and Department Heads regarding risk control. Provides proper reporting and communications to insurance companies. Working with solicitor on contracts and any potential liability. Reporting of all losses.

    OTHER DUTIES OF JOB:

    1. Attends meetings, seminars and training as required.

    2. Performs other job-related duties as required.

    3. Assists in budget preparation by providing needed data.

    SUPERVISION RECEIVED:

    Receives occasional instruction and limited supervision from County Commissioners and County Chief Clerk in regard to daily work duties.

    SUPERVISION GIVEN:

    Supervises Human Resources staff.

    WORKING CONDITIONS:

    1. Works indoors in adequate work space with adequate temperatures, ventilation and lighting.

    2. Works indoors with average exposure to noise, but subject to frequent disruptions and stress.

    3. Normal indoor exposure to dust/dirt.

    4. Travels occasionally to attend hearings, or performs other essential job duties.

    PHYSICAL/MENTAL CONDITIONS:

    1. Must possess ability to record, convey and present information, explain procedures and follow instructions.

    2. Must be able to sit for long periods throughout the workday, with intermittent periods of standing, walking, bending, twisting, reaching, stooping and grasping as necessary to carry out job duties.

    3. Dexterity requirements range from simple to coordinated movements of fingers/hands; feet/legs; torso necessary to carry out job duties.

    4. Sedentary work, with occasional lifting/carrying of objects with a maximum weight of ten pounds.

    5. Must be able to cope with the physical and mental stress of the position.

    6. Must be able to pay close attention to details and concentrate on work.

    QUALIFICATIONS:

    A. EDUCATION/TRAINING:

    Bachelor's degree in Management, Human Resources, Personnel Administration or related field. Computer training required.

    B. WORK EXPERIENCE:

    4-6 years progressive experience in personnel management, including some supervisory experience. OR, any combination of acceptable training/experience.

    KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

    1. Must be able to speak and understand the English language in an understandable manner in order to carry out essential job duties.

    2. Must possess highly effective communication and interpersonal skills.

    3. Must possess initiative and problem solving skills.

    4. Must possess ability to function independently, have flexibility and the ability to work effectively with employees, department heads, staff and others.

    5. Must possess ability to maintain confidentiality in regard to employee and client information and records.

    6. Must possess some technical knowledge of operating personal computers and other office equipment as necessary.

    7. Must possess a willingness to travel as needed to carry out essential job duties.

    8. Must possess the ability to make independent decisions when circumstances warrant such action.

    9. Must possess knowledge of principles and practices of all areas of human resource management and public administration within County government.

    10. Must possess some knowledge of all applicable Federal, State and County laws affecting employment and employee relations.

    11. Must possess ability to analyze, evaluate and recommend action, changes and improvements to personnel policies, procedures and practices within the County operation.

    12. Must possess ability to plan, direct, delegate and supervise work and staff of department for effectiveness and efficient operation of the department.

    13. Must possess knowledge and ability to prepare annual budgets, salary administration and other financial data for department and County, and to prepared related reports as required.
