    SUPERVISION EXERCISED
    Exercises direct supervision over supervisory, professional, technical and clerical staff.

    The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

    • Plans, organizes, directs, controls, integrates and evaluates the work of staff assigned to the Human Resources Department; with staff, develops, implements and monitors work plans to achieve goals and objectives; contributes to development of and monitors performance against the annual department budget; manages and directs development, implementation and evaluation of plans, work processes, systems and procedures to achieve annual goals, objectives and work standards.
    • Administers the county's disciplinary process in compliance with state/federal laws, county policies, civil service commission rules and bargaining unit agreements; monitors corrective action and disciplinary procedures to ensure fair and equitable treatment of employees; provides consultation and advice to management and employees on the progressive intervention process; trains managers on performance management and preparing memoranda of concerns and letters of reprimand; modifies such documents when appropriate; recommends disciplinary action including suspension, demotion and termination, and works in collaboration with county counsel to prepare notices of intended discipline and recommended disciplinary action; coordinates and monitors the Skelly process and negotiates settlement agreements; provides consultation and technical expertise to department heads, managers and employees on a variety of complex and confidential disciplinary matters; approves termination of probationary employees.
    • Ensures the regular conduct of annual performance and development plans and evaluations for all county departments; advises managers and supervisors on appropriate handling of employee performance and conduct issues.
    • Administers and oversees the employee leave programs in accordance with state and federal laws, county policies, civil service rules, and bargaining agreements; oversees the interactive discussion process countywide and ensures compliance with disability leave laws; facilitates interactive discussion meetings on complex issues such as temporary modified duty assignments and placement on the reinstatement list; provides technical assistance and advice to department heads, managers and employees on leave programs, the interactive discussion process, the Americans with Disability Act (ADA) and other pertinent laws; works with Risk Management on issues involving workers' compensation and return-to-work.
    • Administers the countywide health, dental, vision and life insurance programs, deferred compensation programs and other County benefits programs.
    • Assists the Director in policy and strategy development, ensuring legal and policy compliance and consistency in department services and programs; provides day-to-day leadership and works with staff to ensure a high-performance, service-oriented work environment that supports achievement of the department's and county's mission, objectives and values; promotes workplace diversity, inclusion, cultural competency and a positive work environment.
    • Assists the Director in negotiations with bargaining units; assists in developing negotiation strategies; prepares and evaluates proposals and responses to proposals from employee organizations; completes and analyzes data used in contract negotiations and costs out proposals; may administer the implementation of bargaining agreements and communicate with county management regarding contract changes; assists with compliance of the agreements; works to resolve issues involving employee relations or contractual interpretations or disputes; assists in the grievance process including arbitration; works with county counsel to respond to claims of unfair labor practices.
    • Participates in the department's budget preparation and fiscal management by preparing preliminary estimates for budget, monitoring accounts and approving expenditures; prioritizes and allocates available resources among divisions; directs the preparation and administration of various professional service contracts: assists the Director with office space planning and management of facilities, equipment and other resources; directs efforts to improve and document department systems and procedures; directs the development of a variety of analytical studies and reports.
    • Presents reports and board agenda items to the Board of Supervisors, administrators, staff, and the public; attends local, state, regional and federal conferences, workshops, meetings and training seminars to maintain current in areas of responsibility.
    • Stays current with knowledge related to human resources management by attending professional conferences and in-service education programs, as well as by reviewing information obtained from Department memoranda, staff meetings and professional publications to attain and maintain human resources-related knowledge and skills and determine the impact of developments and change on providing service excellence.
    • Demonstrates sensitivity to and understanding of historically minoritized groups and participates in professional development activities to increase cultural competency to enhance equity-minded practices within the county.

    OTHER RELATED DUTIES

    • Acts for the Director of Human Resources in their absence.
    • May represent the department on task forces, committees, or projects; represents the human resources department to the public, community organizations, and other government agencies; performs a variety of community outreach activities.

    EXPERIENCE AND TRAINING GUIDELINES
    Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

    Education/Training:
    Bachelor's degree from an accredited college or university in human resources, business administration, public administration, organizational development or a closely related field. Master's degree preferred.

    Experience:
    At least six (6) years of progressively responsible management experience in a human resources position in a public/governmental agency. Two (2) years of which must include contract or policy development experience in a management, supervisory, or lead capacity.

    License or Certificate:
    Possession of, or ability to obtain by date of appointment, an appropriate, valid California driver's license.

If two or more candidates have the same total final score on an examination, they shall be ranked in order of their scores in that portion of the examination which has the greatest weight.  The names of two or more eligibles having final ratings which are identical shall be grouped on the eligible list as tie names with equal rank for certification and appointment purposes.
     
    Candidates who are successful in all phases of the examination process will be placed on an eligible list, in rank order based on a calculation of their total score from the examination process. The eligible list established by this recruitment will be active for a minimum of six (6) months or one (1) year, unless otherwise determined by the Director pursuant to section 6-4 (b) and may be extended for up to an additional year by the Commission.  
     
    PRE-EMPLOYMENT MEDICAL REQUIREMENTS:
    As a condition of employment with the County of Madera, a candidate must submit to a Tuberculosis (TB) screening, and related follow up testing as necessary. Designated classifications* are also subject to a medical examination, which includes a review of medical history. TB screenings and medical exams are administered by the Madera County Public Health Department and/or health care professional designated by the County.
