  • Duties

    This position is in the Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Office of People Science (OPS), Human Resources (HR), Quality and Information Services. The incumbent serves as Supervisory Human Resources (HR) Specialist over the Quality and Information Services team.

    Major Duties Include:

    • Working with clients to assess their needs, provide information or assistance, resolve their problems, and assist senior leadership in the improvement of human resources processes.
    • Developing policies, guidelines, and desk references for staff and customers.
    • Analyzing information requirements and workforce analytics and analyzing and evaluating the effectiveness of programs using quantitative/qualitative data to see if they are meeting established goals and objectives.
    • Managing a team that provides expert advice and counsel in multiple HR management functional specialties, i.e., recruitment and placement, performance management, personnel security, and processing and records.
    • Reviewing and auditing Personnel Action Requests (PARs) to ensure accuracy.
    • Performing administrative, audit, and analytical oversight functions for human resources programs and functions related to recruitment and placement, personnel security, position management, performance management, and HR automation.
    Work Schedule: Monday-Friday 8:00 a.m.-4:30 p.m.

This position may be authorized for telework. Telework eligibility will be discussed during the interview process.     Qualifications

    To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

    The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above.

    To qualify for this position at the GS-14 level, you must meet one of the following listed Criteria:
    Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-12 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: experience that has provided you with experience applying a wide range of HR concepts, principles, laws, regulations, and practices; serving as a consultant to managers in providing authoritative HR services and conducting detailed analyses of complex functions within serviced organizations; utilizing HR database systems to query, retrieve, and analyze HR information; serving as a quality reviewer on personnel actions.

    Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-13 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. In addition to the experience at the GS-12 grade level above, qualifying specialized experience includes: experience acting as a liaison between the team and other HR specialty areas to resolve quality issues and functionality of related HR information systems; reviewing and auditing Personnel Action Requests (PARs) to ensure the accuracy of the input data; facilitating and resolving human resources issues with a wide variety of management officials and external sources; interpreting regulations and policy regulations relating to competitive and noncompetitive staffing; resolving complex compensation issues and problems.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Education

    Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.

    A transcript must be submitted with your application if you are basing all or part of your qualifications on education.

    Additional information

    The Interagency Career Transition Assistance Plan (ICTAP) and Career Transition Assistance Plan (CTAP) provide eligible displaced VA competitive service employees with selection priority over other candidates for competitive service vacancies. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
