POSITION TITLE: Program Manager
CLASSIFICATION: Exempt
REPORTS TO: Director of Programs
SUPERVISES: Housing Advocate Case Managers; Interns; Volunteers
POSITION DESCRIPTION: Reporting to the Director of Programs, the Program Manager is responsible for programmatic success in all of HOW’s ongoing client-centered work. The Program Manager will lead, evaluate and monitor staff and programs, as well as contribute to and support the Agency in planning and organizing programs. The Program Manager will promote good external relations for the agency and excellent communication within the agency. The Program Manager will be responsible supervising the Housing Advocacy Program in collaboration with the Department of Children and Family Services (DCFS).
Duties & Responsibilities
Client Services
- Directly supervise Housing Advocates by providing one-on-one supervision, group supervision and consultations, and completing annual and ad hoc performance reviews
- Lead day-to-day consultations for Housing Advocacy Program team
- Escalate clinical and crisis situations to the Clinical Director and Director of Programs as needed
- Oversight and monitoring of required client documentation in relevant databases and files
- Review and monitor program performance to inform and guide adjustments within client services
- Deliver direct service on an as needed basis
- Lead and participate in client engagement strategies and activities, such as wellness checks, attending client meetings and staffings, and client events
- Assist in development, implementation, and oversight of client housing plans
- Extend support to program team outside of regular business hours as needed
Administration & Leadership
- Complete quality assurance functions, including reviewing and providing feedback to case managers on case notes, documentation, and database usage
- Ensure compliance with contractual requirements related to program operations and outcomes
- Responsible for following and meeting program budget guidelines for both internal budgets and contractual requirements
- Complete internal and external reports as required and requested for program monitoring and compliance
- Prepare and complete program audits
- Lead staff hiring and onboarding process
- Support and manage HOW Staff in office and remote locations (North, South, and work from home)
- Represent the agency in external meetings and events, and promote collaborative and effective partnerships (committees, workgroups, linkages)
- Lead the development of internal workgroups and committees; engage in workgroups and committees across the agency
- Work with team to implement best and promising practices in service delivery for all HOW households experiencing homelessness
- Participate in strategic planning activities for program growth, utilizing data to drive decisions and planning
- Engage in fund development activities for new and existing programs
Other
- Maintain required professional knowledge and job skills
- Participate in required staff meetings and trainings
- Maintain regular and predictable attendance during business hours with willingness to work flexible hours as required by the position’s responsibilities
- Perform other duties as assigned or approved by direct supervisor
REQUIREMENTS:
- Master’s Degree Required
- Clinical License, LCSW or LCPC is a plus
- Supervision experience necessary
- Must be able to supervise staff at two locations (this is a hybrid position, and weekly onsite work is required)
- Must have relevant experience in working with diverse populations, including people experiencing housing instability and homelessness, people with mental health, substance use, and trauma histories, and LGBTQ populations
- Experience working with DCFS families and/or youth in care is a plus
ESSENTIAL KNOWLEDGE
- Excellent communication skills, written and verbal
- Excellent planning and organizational skills
- Management of budgeting and expenses
- Comfortable working within a collaborative team setting
- Experience supervising a team in a hybrid work environment
- Proficient in Microsoft Office programs, particularly Microsoft Excel, Outlook, and Teams (Salesforce experience is a plus)
- Knowledge of homelessness and housing issues in Chicagoland area
- Comfortability with applying Affordable Housing best practices (Housing First, Harm Reduction, Trauma Informed Care) is a must
Essential Functions Include:
- Able to lift a minimum of 25 lbs, and walk up and down stairs
- Must possess valid driver’s license, reliable vehicle, proof of automobile insurance
- Must pass applicable background tests
STARTING SALARY: Starting at $60,000
WORK SCHEDULE: Full-time; regular business hours with some flexibility required.
