  • As Supportive Housing Program Manager, you are responsible for overseeing the operations and services of a supportive housing program for individuals and families who are experiencing, or at risk for, homelessness, mental health issues, or other challenges that affect their ability to maintain stable housing. We’re looking for a strong leader able to inspire and engage others who can work and thrive in all BCP workspaces.  

     OVERVIEW OF RESPONSIBILITIES 

    • Developing and implementing policies and procedures for the BCP Ujamaa supportive housing program, in accordance with local, state, and federal regulations.  
    • Managing the program's budget, including tracking expenses and identifying funding sources to support ongoing operations.  
    • Supervising a team of staff members who provide case management, peer support, and other support services to program participants.  
    • Ensuring that program participants receive appropriate services and referrals to address their individual needs and goals.  
    • Building and maintaining relationships with community partners, including government agencies, social service providers, and other organizations that can support the program's mission.  
    • Conducting outreach and recruitment efforts to identify individuals and families who may benefit from the program.  
    • Developing and maintaining program data and evaluation systems to track outcomes and measure program effectiveness using HMIS system management and inputs.  
    • Co-facilitate interdisciplinary case consultations with mental health providers, contractors, volunteers, and supportive housing staff.  
    • Assist the Director of Programs as needed.  
    • Support the Clinical Therapist as needed in pursuit of behavioral health outcomes.  
    • Oversee and facilitate events as needed.  
    • Perform related duties as assigned within the scope of the role. 

    KEY RESPONSIBILITIES 

    • Adhere to all state and federal privacy regulations, including HIPAA, and BCP policies and agreements regarding confidentiality, privacy, and security.   
    • Adhere to all BCP policies, procedures, and guidelines.   
    • Attending all required meetings and training.  
    • Conduct partner and internal program, file, and data audits. 
    • You must adhere to the agency's non-discrimination policies and be able to effectively interact with co-workers and clients with diverse ethnic backgrounds, religious views, cultural backgrounds, lifestyles, and sexual orientations, and treat everyone with respect and dignity.  

     

    MINIMUM QUALIFICATIONS 

    • Passion for community building, community service, and leadership  
    • Support Black Community of Portland’s mission and values  
    • HS diploma/GED required.  
    • 3-5 years of community outreach, program oversight, and supervisory experience preferred experience working in supportive housing, behavioral health, social services, or related environment with some supervisory experience.   
    • Ability to network and communicate effectively through a variety of channels  
    • Must be able to demonstrate excellent computer skills, including an understanding of Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, etc.).  
    • Access to reliable transportation, current driver’s license, and clean driving record  
    • Demonstrated experience managing a diverse workforce including staff development and coaching, collaboration, and strong decision-making skills 
    • Excellent verbal and written communication (diverse audiences) 
    • An empathetic, sophisticated understanding of the myriad of social, economic, and personal issues plaguing Black community members and the ability to articulate this understanding to diverse audiences.  
    • Initiative, exceptional organizational skills, good judgment, and ability to work both independently and as part of a team 
    • Demonstrated commitment to the physical, emotional, and psychological safety of staff and participants including the calling out of behavior and language that upholds racism, classism, homophobia, ableism, ageism, sexism, and all other forms of oppression.
