Health Underwriting Director directs and oversees the health insurance underwriting program for individuals and/or groups for medical and/or dental insurance. Responsible for ensuring integrity of underwriting activities and processes. Being a Health Underwriting Director manages staff of underwriters at the organization. Primary Purpose: The purpose of this position is to oversee the delivery of behavioral health services for Kalihi-Palama Health Center (KPHC). The incumbent is responsible for managing day to day operations and implementing quality improvement/assurance activities that support accreditation, compliance, and utilization management in accordance with KPHC guidelines. The Director of Behavioral Health Director is expected to provide direct patient care 20 to 40 % of the time. |
Essential Duties: A. Department Management Directs behavioral health staff in providing patient care. Coordinates services between departments to ensure smooth operations. Assure prompt performance review for all behavioral health staff, encouraging staff involvement in the appraisal process. Facilitates staff meetings and in-service programs for the department. Oversee disciplinary measures as needed. Provide yearly reports of numbers and types of patients served, numbers and types of presenting problems, numbers and types of services provided and outcomes from interventions. Revise program as necessary based on staff and patient evaluation. 8. Ensure services are provided in accordance with standards of practice and the Code of Ethics of the National Association of Social Workers. Develop and implement quality assurance standards in compliance with CARF guidelines. Serve as a member of the Multidisciplinary Quality Assurance Committee. Provide clinical supervision to social workers. B. Program Development Evaluate new behavioral health programs for ongoing improvement. Develop, implement and evaluate tracking system for behavioral health programs. C. Clinical Social Work Responsibilities Conducts psycho-social assessments. Develops appropriate treatment plans. Monitors, evaluates and records client progress with respect to treatment goals. Provides individual, couple, family and/or group therapy. Refers patient, client or family to community resources. Records accurate patient information in the electronic health record and other pertinent systems. Provides case management services. Provides consultation to other health professionals and staff at KPHC and in the community regarding psycho-social issues related to clients of KPHC. Serve as BH representative on KPHC's multidisciplinary clinical services team. Regular and reliable on-site attendance is required. |

Minimum Qualification Requirements: Master's degree in social work with at least three years' experience in social work program administration, planning and evaluation; teaching, training and curriculum development; and clinical supervision of social work interns, masters level social work practitioners and paraprofessionals; and provision of direct social work service. Excellent communication and organizational skills. Proficiency with electronic health records and basic administrative computer systems. Hawaii State Licensed Clinical Social Worker (LCSW). Must maintain required licensure and certification necessary to provide billable behavioral health services in the State of Hawaii.
