Health Care Surveyor 2 (Nursing) - (NY HELPS) - 4 Positions

  • Permanent Transfer Candidate: Current NYS employee with one year of permanent or contingent-permanent, competitive, service as a Health Care Surveyor 2, G20, or community Nursing Services Consultant Home Health Services 1, G18 and eligible for transfer under Section 70.1 or the Civil Service Law OR Current NYS employee with one year of permanent or contingent-permanent competitive service in a title G18 or higher and meeting the non-competitive minimum qualifications listed below.

    Non-Competitive: possession of a license and current registration as a registered professional nurse in New York State; and two years of post-licensure, specialized professional administrative or professional clinical experience.

    Substitution: a bachelor's degree in nursing may substitute for one year of post-licensure clinical nursing experience; and a master's degree in nursing may substitute for two years of post-licensure clinical nursing experience.

    Preferred Qualifications: Possession of a bachelor’s degree in nursing. Long Term Care Facility Resident Assessment Instrument (RAI) Minimum Data Set (MDS) experience and training. Quality assurance and utilization review experience. Experience with Medicaid policy, guidelines, rules, and regulations. Experience with report writing. Experience with electronic medical records, Microsoft Word, Excel, Access, and Outlook. Excellent communication and interpersonal skills.

    Duties Description
    Under the guidance of a Health Care Surveyor 3, the Health Care Surveyor 2 is responsible for provider reviews of all provider types enrolled in Medicaid.
    Duties include by not limited to:
    • Conduct nursing reviews of long-term care facilities, other Medicaid provider types from entrance conference through the final audit report. Evaluate patient care/healthcare services to ensure it is in accordance with accepted clinical standards of practice.
    • Review medical documentation during audits using unit developed review tools and programs to determine that provider documentation supports information submitted by providers during Minimum Data Set (MDS) submission or during claims submission.
    • Act as team leader during audits.
    • Prepare workpapers and other documentation to support review findings.
    • Prepare written correspondence to providers and OMIG managers.
    • Serve as a nursing services expert, testify as an expert witness, and provide clinical support in litigation/administrative hearing proceedings.
    • Use available computer auditing tools to access provider and claim information.

    Conditions of Employment: This position involves up to 50% travel which may include locations not served by public transportation and may include overnights. Current registration as a Registered Nurse (RN) with the New York State Education Department must be maintained for continued employment in title.
