    Description

    POSITION SUMMARY

    The Informatics manager is responsible for all aspects of data governance, including developing the overall data architecture strategy and creating and maintaining standards and best practices for data provisioning and data integration. The manager acts as the subject matter expert within the organization and is able to liaise with technical staff, directors, product development team, and marketing managers to ensure data goals and objectives are met.

     

    COMPLIANCE WITH REGULATIONS:

    Works closely with all departments necessary to ensure that the processes, programs, and services are accomplished in a timely and efficient manner in accordance with CHG policies and procedures and in compliance with applicable state and federal regulations including CMS and/or Medicare Part D, DHCS, and DHMC.

     

    RESPONSIBILITIES

    • Provides technical assistance by working independently or with Data Engineers and Data Analysts to oversee the analysis, management, and performance of all information and data to help manage members’ care; troubleshooting, creating reports, and testing using the standards established by the department; providing maintenance support; attending on-going meetings related to projects and reports; working on multiple projects concurrently. Will be assigned business-critical projects and reporting

    • Provides data architecture support and expertise to all major enterprise projects

    • Ensures enterprise data is structured for ease of use

    • Reviews all data/data repositories on a periodic basis and ensures data is properly classified according to use, sensitivity, and importance

    • Audits security precautions to ensure adequate protection is in place

    • Provides formal authorization for data access

    • Develops and adheres to data modeling standards and best practices

    • Supports the solution architect in providing best solutions to meet the project’s data needs

    • Identifies opportunities for data alignment and re-use

    • Defines and supports ETL, data, and business intelligence architectures

    • Implements principles, policies, standards, and guidelines for data management

    • Establishes and supports proactive process assessment and formulates preventative measures throughout the organization

    • Applies knowledge of systems, data, and customer requirements to uncover problems and recommend solutions

    • Complete and thorough understanding of the various legislative acts and how they impact data

    • Thorough knowledge of data integration tools

    • Thorough understanding of project management and SDLC methodologies

    • Ability to determine long-term directions, industry trends, and how they relate to the organizational needs

    • Must be able to initiate change and be able to communicate effectively

    • Meets with the users to determine business needs; gathering information in order to create databases, data extracts, dashboards, and reports

    • Support and maintain a functional enterprise data warehouse.

    • Design, create, and maintain all relevant Microsoft SQL Server Integration Services (SSIS) packages

    • Design, create, and maintain all of CHG’s Microsoft SQL Server Reporting Services (SSRS) servers and reports

    • Focuses on the enterprise to partner with business stakeholders to apply the power of data & and analytics to deliver new insights and data-driven solutions to accelerate business outcomes. In addition, the Informatics Manager works closely with all business owners within the organization by accelerating the achievement of business objectives

    • Manages business intelligence and analytics systems development projects, such as ad-hoc datasets, regulatory reports, internal reports, and KPI dashboards, to support financial, operational, medical management, and quality improvement initiatives.

    • Builds an effective team by recruiting and training high-performing analysts.

    • Manages and mentors the growth and development of the Informatics staff to meet the changing needs of users, groups, and offices; new projects and technologies; and varying staff strengths to promote high-performing employees.

    • Prepare and/or oversee complex analyses and projects to support operational, medical management, financial, and quality improvement initiatives.

    • Keep current with the latest technologies and determine what new technology solutions and implementations will meet business and system requirements.

    • Communicates regularly with Information Systems management and all users of Informatics services and systems.

    • Evaluate and verify employee performance through the review of completed work assignments and work techniques.

    • Provides contract data analysis to assist in determining contracting strategy and cost implication of contract negotiations by creating contract cost modeling reports to compare the impact of new contract language and or rates. 

    • Maintains product and company reputation and contributes to the team effort by conveying a professional image and accomplishing related tasks; participating on committees and in meetings; performing other duties as assigned or requested.

     

     

     

    Qualifications


    EDUCATION

    • Bachelor’s degree in computer science, information systems, or related science, technology, engineering, or mathematics (STEM) field.

    • Master’s Degree with emphasis on Health Care Administration preferred.

     

    EXPERIENCE/SKILLS

    • At least five Years of Experience in the Healthcare IT industry

    • Proven development and project management experience in BI, analytics, and reporting.

    • Approximately five years of progressive IT experience.

    • Analytic Ability: Can work with data to identify patterns, uses judgment to form conclusions that may challenge conventional wisdom, and focuses on the crux of issues to identify high-leverage intervention points and strategies.

    • Creativity: Applies original and innovative thinking to produce new ideas and create innovative products.

    • Demonstrated ability to supervise a team of technical staff, work with the leadership staff, and manage multiple concurrent projects.

    • Strong project management, organizational, and time management skills.

    • Excellent problem-solving, analytical, and evaluative skills.

    • Knowledge of Managed Care and Healthcare space including claims, member enrollment, providers, authorization, pharmacy, and case management workflow and processes

    • Experience writing SQL queries (SSMS), stored procedures, and functions, creating views, and using SQL Server Management Studio and Visual Studio to automate internal and regulatory reports

    • Experience with Business Intelligence (BI) / Visualization tools such as Tableau and Qlik

    • Full working knowledge of Microsoft systems, Access, Directory Expert, Crystal Reports, GeoNetworks, GeoCoder, Front Page, and Adobe Acrobat.

    • Ability to read, analyze, and interpret regulations.

    • Ability to effectively write and present information; calculate statistical information and present it in understandable reports.

     

    PHYSICAL REQUIREMENTS

    • Prolonged periods of sitting and frequent walking.

    • Frequent traveling, including driving within and out of the County of San Diego.

    • May be required to work evenings and weekends.

    • Must be able to lift and/or move up to 10 pounds and have acceptable close vision and driving vision.

    • Requires current driver’s license and proof of auto insurance.
