HR Data Analyst supports the design, deployment, and administration of operational processes used to deliver HR programs and projects. Collaborates with stakeholders to provide consultation, process design, and project management of HR program implementations and initiatives like compensation, benefits, performance management, or training. Being an HR Data Analyst implements scalable methodologies and tools to optimize HR operations and streamline core processes like onboarding, hiring, terminations, retirements, timekeeping, and others that make up the employment life-cycle. Performs employee data management and analysis processes to ensure that data is secure and maintained consistent with company policies and privacy regulations. Additionally, HR Data Analyst prepares and delivers required reporting and filings. May be responsible for the coordination of HR process outsourcing vendors and contracts.     Under the direction of Software Development Supervisor the Application Programmer/Developer will develop software applications for the City. This position will collaborate with Business Analysts in developing project plans and specifications for software development, including interface programming, "gap" programming, and application development. All development will follow current department standards and procedures for development platforms, languages, operating systems and databases. This position will also provide input on the development of standards, technical specifications, design guidelines, development guidelines, and testing requirements and participate in design and code reviews.

    Position Snapshot/A Day in the Life: The Data Analyst in the IT Department works independently and in teams to fulfill department requests. Using analytics tools and processes, the Data Analyst will work closely with project managers and end users to ensure data is collected, prepared and analyzed so as to provide meaningful insights from our IT systems. We are talking data flow, data visualizations, data integrations, and data migration - data is your space. The Data Analyst will work with departments by gathering business requirements, analyze existing workflow and propose business process improvements to ensure continuous improvement for our city.

    EXAMPLES OF DUTIES: Under general direction, will analyze, design, develop, configure, maintain and business processes for the City. This position must analyze workflow and work with other professionals in the IT Department to integrate information and processes to optimize the effectiveness of the applications supporting the City's business functions.
    Essential Functions

    The incumbent must have the ability to:
    • Gather business requirements through interviews with business teams
    • Develop prototypes and functional/technical specs to meet business needs
    • Design and develop flexible, scalable and extensible server side, client , and web applications
    • Develop test plans/scripts and coordinate testing with business teams
    • Deploy changes to production following the City's change management process
    • Maintain applications with proper issue triage and rapid issue resolution
    • Actively engage in team based solution design and problem solving activities
    • Actively implement continuous improvements to applications and processes
    • Write detailed system documentation that can be used by other technical staff to fully understand the structure and operation of the system
    • Write easily understandable user documentation that explains to non-technical users how to effectively use the application they developed;
    • Participate as a technical resource on IT Department projects and follow appropriate project management protocols and procedures.
    • Establish and maintain cooperative working relationships with those contacted in the course of work.
    • Communicate clearly and concisely, both orally and in writing.
    • Perform any other tasks or functions deemed necessary to the daily operations of the employer.

    • Ability to combine technical requirements and constraints with image management and graphic design concepts appropriate for municipal Internet and Intranet web sites.
    • Acute attention to detail and reliable problem-solving ability.
    Experience and Training Guidelines

    At least 4 years of experience as software architect, developer, or technical lead;

    • Hands-on programming experience with most, if not all, of the City's current application development tools and standards
    • Experience and understanding of database technologies and relevant experience with the City's database standards
    • Experience working as part of a project team using PMBOK or equivalent project management methodologies
    • Experience with specific software products in use at the City is highly desirable
    • Familiarity with UML program development standards desirable
    • Familiarity with GIS concepts and development is highly desirable
    • Experience with graphic diagramming programs such as Visio desirable
    • Bachelor of Science degree in one of the Computer Sciences, Engineering, Mathematics, or a related field required - specific relevant experience may be substituted for degree.

    LICENSES/CERTIFICATES: Possession of, and continuously throughout employment, a valid California Class "C" Driver's License.
