Production Artist (Graphic Design)

  • Position Objective: Provide services as a Production Artist (Graphic Design) in support of the overall functions of the Office of the Director (OD) within the National Institutes of Health (NIH). Under this task order, the contractor will independently provide support services to satisfy the overall operational objectives of the Office of Research Services, Medical Arts Branch. The primary objective is to provide services and deliverables through the performance of support services.

     

     

    Duties and Responsibilities:

    • Conduct staff interviews and discussions to determine the scope, purpose and objectives of project. Prepare project documentation to include charter, schedule, resource plans and budgets.
    • Assist staff coordinate project management activities, to include routine meetings and development of reports. Determine how the project will be carried out, plan production, set priorities, and determine style to be used. 5
    • Conduct project-related activities, including developing needed materials, power-point presentations, arranging discussions, and facilitating interactions.
    • Coordinate, track and complete action items and report progress to project owners.
    • Support internal resources plan and implement activities in support of project in accordance with project priorities and schedule.
    • Track project expenditures against approved project budget and report risks to project owners.
    • Measure project performance using designated systems, tools and techniques and report findings to upper management.
    • Create and maintain comprehensive project documentation library using designated applications and tools. Present project updates and status reports at recurrent staff and management meetings.
    • Maintain database per job request documenting job status, budget, and billing. 3
    • Assist project owners manage financial aspects of project to include monitoring budget, projecting future spending and completing appropriate financial requests and accounting documentation.
    • Log project expenditures within designated tracking tool and report balances to project owners. Establish project metrics to measure and evaluate project cost and performance.
    • Research new trends in project management and related project management software and applications to improve project management efficiency.
    • Stay abreast of project management certification standards and industry principles through professional associations and implements practices.
    • Coordinate with other project managers to identify and share project best practices and common approaches and reports to project owner.
    • Perform literature reviews of related projects to identify new approaches to improving project management.
    • Provide expert review and recommendation regarding other project management plans.
    • Provide researchers and non-project staff presentations on appropriate project management practices. Design event posters, publications, signage, and brochures for assigned projects. 1
    • Establish standardized project tracking and review processes and workflows to include meeting formats, agendas and presentation approaches.
    • Coordinate with other programs to share best practices and consolidate approaches to increase project management efficiency and effectiveness.
    • Conduct project management audits to evaluate processes and procedures and develop corrective action or improvement plans in accordance with approved standards.
    • Review, evaluate and provide recommendations for improvement of routine project management meetings, updates and preparation of a variety of status reports and dashboards.
    • Compare and evaluate project requirements to other projects and recommend changes and improvements to project owners to overcome redundancies, overlaps, or opportunities to coordinate.
    • Provide project management expertise to ensure project owners submit the highest quality project documentation and
    • plans.
    • Review, evaluate and provide recommendations for improvement of project expenditure tracking against approved project budget and implementing corrective actions to mitigate risks.
    • Conduct analysis of project activities and performance and report findings to project owners and recommend corrective actions.
    • Provide project management expertise monitoring and tracking multiple ongoing projects and provide critical insights to project owners.
    • Log project expenditures within designated tracking tool and report balances to project owners. 2
    • Evaluate project cost and performance against metrics and report status and recommend corrective actions to project owners. 4
    • Review and assess allocations and expenditures within budget system for accuracy and completeness.
    • Provide project management expertise to ensure accurate and consistent project monitoring and tracking to inform project owner decision making.
    • Coordinate, conduct, and participate in important off-site activities and discussions, relevant to project management activities and goals.
    • Provide subject matter expertise on special cross-cutting and ad hoc projects, attend special regional, annual and ad hoc meetings and participate on working groups
    • Maintain coordination and communication between research operations, program management, project stakeholders, team members and subcontractors.
    • Work products and documents related to designing event posters, publications, signage, and brochures for an assigned project including consulting with Team Lead or Lead about the nature of the project being undertaken. - Daily
    • Work products and documents related to determining how the project will be carried out, plan production, set priorities, and determine style to be used; determine the type of visual materials that are needed, the purpose of the project, the audience to be reached, and the budget for the project; collaborate on all aspects of design conception and implementation. - Daily
    • Computer- generated work including maintaining a daily calendar, tracking projects, and maintaining an organized signature file; use ScheduAll to process and track work requests. - Daily
    • Work products and documents related to monitoring the Front/Customer Service Office; handle customer requests and/or questions for design and production services. - Ad-Hoc

     

    Basic Qualifications:

    • Bachelor’s degree in fine arts, graphic design, commercial art, or a related discipline.
    • Skilled in Adobe Creative Suite, efi Fiery print production software, and MS Office.
    • Must have excellent hand/eye coordination.

     

    Minimum Qualifications:

    • Good customer service skills.
    • Good record keeping skills.
    • Ability to multi-task and pay close attention to detail.
    • Excellent analytical, organizational and time management skills.
    • Strong communication skills, both oral and written.
