    Duties

    This position is located under the Office of Public and Governmental Affairs, Public Affairs Branch in Washington, District of Columbia.

    The primary purpose of this position is to serve as an authority on technical writing, particularly speeches, for the ATF Director and Deputy Director.

    As a Writer-Editor (Speech Writer), GS-1082-13, your typical work assignments may include:

    Writing and editing speeches and other written content covering the entire spectrum of the Bureau's program areas;
    Researching, analyzing, interpreting and blending information from various sources into unified products;
    Determining information to use and reconciling contradictions in the information compiled,
    Evaluating information requirements and tailoring the material to meet the needs or interests of a variety of audiences;
    Ensuring all speeches and other communications represent ATF's policies and objectives.

    This is a non-bargaining unit position.

    MOBILITY PLAN: New employees hired pursuant to this vacancy announcement must sign a mobility agreement. The purpose of ATF's mobility policy is to enhance career development and progression, and achieve mission and business effectiveness. To accomplish these objectives, the mobility plan will facilitate the movement of employees through special short-term assignments or permanent reassignments throughout the Bureau. Applicants who decline to sign a mobility agreement, as required, will be removed from the hiring process.

    Qualifications

    To qualify for 13, candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-12.

    Additional Conditions of Employment:
    GS-13 - You qualify if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal, State, or Local government or equivalent public or private sector experience, performing the following duties:

    Developing and preparing data, speeches, correspondence and other informational materials; and
    Researching and analyzing laws, regulations, policies and programs to ensure complete and accurate information; and
    Providing advice and assistance for the preparation of written material; and
    Communicating with experts and officials to obtain and verify information and/or data, complete assignments and resolve problems related to the preparation of written material.

    A writing sample may be requested at the time of interview.

    Substitution of education in lieu of specialized experience may not be used for this grade level.

    Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume.
