POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):
Position Overview:
The Command Communications Department (CCD) provides essential administrative support to the scientific, technical, and administrative communities of the Navy. It provides a broad range of technical and communication-related products and services to enhance and promote customer programs and operations.
This support is located at China Lake, CA and includes writing and editing; documentation scanning and digitization; publication production and distribution; graphic design and illustration; design and production of visual exhibits and displays; audio and video production and consulting. This mission serves as a valuable resource to the Naval Air Warfare Center Weapons Division (NAWCWD), the Naval Air Systems Command (NAVAIR), and other Navy and Department of Defense (DoD) divisions and commands.
Primary/Major Duties and Responsibilities:
The Contractor shall work with their respective Integrated Product Team (IPT) to aid in the efforts that develop and deliver innovative and custom software and hardware solutions/products that enable the ability to securely execute mission requirements and support integrated warfighting capabilities, meeting current and emerging critical fleet needs.
The Contractor shall display the ability to learn and implement a technical understanding of IPT products through writing, visual information products, media support, and clerical assistance. They shall acquire general knowledge of engineering, software development, and technology while assisting subject matter experts with the writing, editing, and verification of technical documentation.
The Contractor shall generate and revise technical documents and instructional content including User Guides, Manuals, White Papers, Interface Control Documents (ICD), etc. This includes the execution of formatting and technical editing of documents and presentation materials based on DoD and IPT style guides.
The Contractor shall support programmatic and technical meetings through scheduling and/or hosting meetings (teleconference and video-teleconference), capturing minutes and action items, and entering meeting results into Fusion/Wiki. They will also be required to support design reviews, requirements reviews, and other technical reviews (or review boards) through coordination with the systems engineering and software engineering task teams.
The Contractor shall be expected to work closely with the extended product development team on new product launches. The support shall be representative of cradle-to-grave outputs from researching product hardware and software version releases to fully understand product features, components, and set up procedures to supporting technical documentation generation and User Guides. The support shall be continuous and with the aim of consistent improvement for existing IPT processes and procedures as required.
The Contractor shall use Government furnished data to design and develop high-quality technical visual communication products that include but are not limited to the following: presentations, posters, illustrations, animations, logos, operational view and battlespace scenario visuals, in addition to other visualizations and branding standards and guides. This includes obtaining requirements from customers and creating draft concepts for approval prior to final production of items. In addition to the visual communication aspect of the products, the Contractor will ensure all text and written material within is free from error and appropriately communications the intended messaging to the audience in conjunction with the created visuals. The performance and tasking will require the Contractor to operate both Mac and Windows computers, Xerox and other comparable printers and scanners, and accomplish work in various software such as Adobe Acrobat, Adobe Illustrator, Adobe InDesign, Adobe Photoshop, Microsoft Word, and Microsoft PowerPoint, Microsoft Teams, Microsoft SharePoint.
The Contractor shall write, edit, and prepare materials that include specifications, standard operating procedures, user guides, system guides, reports, books, journal articles, white papers, and technical and administrative documentation. This includes obtaining requirements from customers to write original drafts or editing draft materials provided by customers, and often working with subject matter experts or science and engineering workforce to obtain necessary technical data and content for subject documentation. Support includes ensuring written and edited materials are accurate, include correct punctuation, spelling, grammar, and style based on material requirements. The performance and tasking will require the Contractor to operate both Mac and Windows computers, Xerox and other comparable printers and scanners, and accomplish work in various software such as Adobe Acrobat, Adobe Illustrator, Microsoft Word, and Microsoft PowerPoint.
The Contractor shall attend high-visibility strategic meetings with senior leadership to document and understand organization vision and instruction to allow the Contractor to design and develop appropriate visual communication products and branding strategies and tactics. They will work with senior leadership in an iterative process to include a feedback loop back through leadership from stakeholders, to help refine and create visual communication products for the organization that are engaging and effective.
The Contractor shall perform a variety of communication and public affairs functions in support of senior leadership and in conjunction with the high-quality and engaging visual communication products the Contractor will be designing and developing. These functions include but are not limited to the following: helps establish and maintain mutual communication between senior-leadership organizations and their internal and external audiences, ensure accuracy and adherence to all required standards and editorial and security policies within the Command and broader organizations, and assist in the review and clearance of all produced materials in conjunction with the appropriate Public Affairs Office or necessary stakeholders or governing bodies.
