  • Serves as a TVA liaison with Valley-based Congressional staff and the legislative and executive branches of state and local governments. Advances TVA’s strategic objectives with congressional district staffs and state and local officials including Governors and state legislators. Helps develop corporate level policy for effective district, state and local government relations. Works with internal partners to collaborate and help build public support for TVA policies, programs, and initiatives.


    Principal Accountabilities

    • Help develop and implement strategic initiatives for accomplishing TVA’s goals and objectives related to district, state, and local government relations.
    • Serve as the lead TVA liaison with congressional district staff, Governors and their staffs, state legislators, and local officials within assigned district. Establish and retain a strong network of positive relationships to project the best image of TVA and ensure the achievement of TVA’s strategic objectives.
    • Advise the Director of Government & Community Relations, Regional Vice President and other TVA executives on current and emerging state and regional issues or trends that might impact TVA policies, initiatives, or strategic objectives. Provide policy and procedure advice necessary to facilitate effective decision making.
    • In coordination with other internal organizations, interact with state administrative and regulatory agencies in order to maintain an awareness of rules and regulations that could potentially impact TVA.
    • Monitor and alert TVA executives and staffs on proposed state legislation that could impact TVA and its stakeholders. Develop and implement strategic initiatives to ensure state legislators understand how proposed legislation could impact TVA and its stakeholders. Coordinate strategic legislative initiatives with internal and external partners.
    • Work with state legislative committees to facilitate legislative hearings related to TVA and its initiatives. Arrange for and assist TVA executives and subject matter experts in providing information and/or testifying before legislative committees.
    • Work with district, state, and local officials to address constituent concerns and inquiries about TVA and its initiatives.
    • Help facilitate strategic interactions between TVA executives, Valley-based Congressional staff and state and local officials and state agencies. Plan and facilitate special events with TVA executives and state and local officials.
    • Lead the area Regional Field Coordination Team to foster internal regional collaboration and ensure accurate and consistent communication with external stakeholders. Help the team identify and alert TVA executives of possible stakeholder issues.
    • Coordinate with the Federal Affairs staff on congressional district projects and initiatives.
    • Work closely with Director, Government & Community Relations, and other Government Relations Managers to plan and execute TVA’s annual Congressional Tour and Briefing.
    • Works closely with community relations and customer relations staff to ensure regional coordination of stakeholder outreach
    • Manages special projects as assigned by the Director of Government & Community Relations.


    Minimum Requirements:

    Education — Bachelor’s degree in political science, business, communications, or related field of study, or equivalent education, training and experience.
    Experience — At least five years professional experience in federal, state or local government relations and a strong background or education in state policies and programs. State legislative or executive branch experience is recommended.
    Certification/License, etc — None
    Knowledge/Skills/Abilities — Comprehensive knowledge of the legislative and executive branches of state government and the TVA programs and policies. Excellent communication skills, both oral and written. Strong background or education in state policies and programs. Strong interpersonal skills, particularly the ability to build rapport, negotiate, and persuade. The ability to respond well under pressure and the ability to analyze and assimilate a great deal of information in a short time frame. Candidate may be required to obtain and maintain a security clearance based on position/access requirements and essential job functions.
