    Summary:

    The Government Affairs Liaison (liaison) supports the Director of Government Affairs in engaging with appointed and elected (public) officials at all levels of government. This includes aiding in the development of strategies to address threats and risks to NTTA’s statutory authority and maximizing opportunities to position NTTA as a respected regional transportation partner. This is primarily achieved by supporting the director in building a network of active, positive working relationships with public officials and their staffs. The liaison also actively communicates agency news when appropriate with public officials to promote NTTA’s role as the region’s public tolling agency.

    Reporting to the Director of Government Affairs, a core function of this role is educating public officials and their staffs about the importance and value of NTTA to the North Texas region. This is achieved by monitoring local transportation proposals, policies and actions that may directly or indirectly affect NTTA, attending meetings of regional governing bodies as required, and assisting in deploying the department’s outreach strategy in partnership with NTTA’s Government Affairs and Public Affairs departments.

    Responsibilities:

    • Network, develop and maintain positive relationships with local government agency appointed and elected officials and their staffs to promote policies that advance NTTA’s core objectives.
    • Manage, coordinate, guide and provide strategic input and tactical support for initiatives at the local government level that affect NTTA.
    • Actively participate in the development and production of materials (e.g. briefing books, correspondence, presentations, testimony, etc.) to support NTTA’s local advocacy activities in collaboration with the Director of Government Affairs and other NTTA departments as assigned.
    • Responsible for day-to-day tracking of local government interactions and activities, correspondence and files, as they relate, but are not limited to, transportation policies, agency transparency and other matters.
    • Track and report on local policy developments to the Director of Government Affairs.
    • Plan and conduct meetings to provide for internal exchange of relevant local elected official/government agency information across a number of topics with key stakeholders.
    • Act as a liaison for local appointed and elected officials and their staffs, managing constituent casework, responding to information requests, and facilitating contact with other NTTA departments where appropriate.
    • Participate in local transportation coalitions, acting as NTTA’s representative with various groups/projects in the NTTA service area.
    • Conduct research and prepare strategic analyses to make recommendations on proposed local government public policy and local government issues; consult and work with appropriate internal and external stakeholders to communicate NTTA’s positions on local public policy/transportation matters.
    • Prepare strategic analysis of proposed local government public policy initiatives, assessing the potential impact to NTTA and making recommendations on prospective actions by NTTA.
    • Work with relevant internal NTTA staff to devise and disseminate a cohesive and coordinated response to local government issues affecting NTTA and coordinate implementation of local government public policies that impact NTTA.
    • Ability to cope with job-related stress, including but not limited to meeting deadlines, receiving customer complaints and finding resolutions to the same, interactions with NTTA internal and external clients, multi-tasking and ability to handle high volume of work assignments, and all other duties as assigned.
    • Required to respond to emails and phone calls received outside of normal business hours as necessary.

    Qualifications:

    Minimum:

    • Bachelor’s degree
    • 3 years’ experience working in public policy, public administration, an executive agency, legislative service, or similar relevant experience.
    • Valid driver’s license
    • Ability to travel locally 25%-50% of time and work extended hours when necessary.
    • Knowledge, understanding, and experience working on public policy, and with local and state government processes and interactions.

    Preferred:

    • Bachelor’s degree in political science
