    EXAMPLE OF DUTIES
    Under the general supervision of the Executive Director of the Executive Office of Early Learning, the Institutional Analyst II: Legislative support: Analyze/advise on legislative history, current issues, & the ramifications of legislation (immediate and long-term). Provide strategic & tactical support to the office & Early Learning Board by analyzing, interpreting, & presenting sound research data, ideas & recommendations that can be shaped and influence legislation and the early childhood public policy agenda. Provide detailed reports and brief summaries about how legislation or changes in regulations will influence the mission and goals, including conducting extensive research, holding meetings with staff, executives, government officials & contacting outside experts to request additional information. Draft & track bills, resolutions, committee reports & other related legislative papers that pertain to a comprehensive early childhood system, including early childhood to higher education, linked to health, human services, and judiciary. Organize, report on, & draft follow-up legislation for legislative hearings & interim work groups, community briefings, & public forums, both on-site and off-island, as related to various legislative & public policy issues. Attend legislative meetings (record minutes and document follow-up actions to be taken) & events. Communication: Effectively utilize various styles of writing (such as technical, persuasive, informational, grant writing, etc) depending upon the target audience and communication goal. Write articles, columns, stories and proof copies for internal and external publications and recommend the best ways to shape messages for different audiences. Create power points and handouts highlighting legislative efforts and issues related to early childhood education. Develop accurate written products, including issue briefs, research memos, and presentations that concisely and clearly describe complex analysis and policy options to policymakers and others. Contribute to the development of office communication plan, newsletter, website content, and strategize with staff and technical consultants on ways of using the web to promote policy goals and information. Contracts: Responsible for procurement, monitoring & evaluation, including, but not limited to: publishing requests for proposal for contracted services, convening panels to review and select contractors, negotiating the terms of contracts, addressing proposal issues which need to be clarified or changed, preparing and finalizing contracts, developing and implementing a mechanism to monitor and evaluate the delivery of program services provided through contracts by defining information needed, developing the method and time-frame for data collection, analyzing and assessing information, meeting with staff and obtaining evaluation of services (may administer consumer surveys to evaluate program services), deriving conclusions and initiating recommendations for needed changes or modifications in policies and procedures. Budget: Create budget narratives and supporting data for budget requests. Research new funding opportunities, assist in writing grant proposals, and ongoing progress reports to funders, Early Learning Board, partners and others. Monitor timelines, budgets and deliverables to ensure that responsibilities are met with funders. Manage spreadsheets and databases. Supervise project assistants and interns where appropriate. Perform other related duties as assigned.

    SUPPLEMENTAL INFORMATION
    SALARY RANGE: EOSR-7, $107,345 to $151,953. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $107,345.NOTE: Department of Education employees will be placed on the salary range in accordance with Department regulations. All new external applicants will be placed on the initial step of the salary range. However, placement above the initial step of the salary range will be based on special characteristics and critical needs of the position, an applicant's exceptional qualifications, the availability of funds, and other relevant factors. Such appointments require prior approval.WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
