    Opportunity: Under the direct supervision of the Human Resources Director, the Human Resources Representative will perform Human Resources related duties at the professional level and completes all Department related support functions to ensure the effective administration of Rincon Tribal Organization’s Human Resource policies and procedures. This person will conduct business in a professional and cordial manner that will uphold the integrity and reputation of Rincon. This position maintains a thorough working knowledge of and adheres to tribal policies, regulations and procedures.

    Job Responsibilities

    The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

    • Maintains the integrity and confidentiality of human resources and member services files and record – including the maintenance of employee records, ensuring completion and accuracy of details such as employee contact information, job classification, pay rates, organizational structure, inputting data into HR database, and other key details.
    • Answers frequently asked questions from applicants and employees relative to standard policies, benefits, hiring processes, etc.; refers more complex questions to appropriate senior-level HR staff or management.
    • Performs periodic audits of HR files and records to ensure that all required documents are collected and filed appropriately.
    • Acts as a liaison between the organization and external benefits providers and vendors, which may include health, disability, and retirement plan providers.
    • Assists with planning and execution of special events such as benefits enrollment, department meetings, employee recognition program/events, and Tribal Committees Events associated through our Member Services Department.
    • Performs administrative and recordkeeping tasks related to staffing changes, which may include new hires (establishment of personnel file), layoffs, resignations, terminations, and extended leaves of absences.
    • Maintains accurate records of active job openings and received applications; manages internal and external job postings; including coordinating job posting on recruitment sites / Rincon Website, reviewing resumes, performing telephone interviews and reference checks.
    • Maintain current employee information, policy and procedure manuals, and other communications and distribute as appropriate.
    • Conducts new hire orientation and maintains accurate new hire orientation and training and development documentation in accordance with company policies and procedures.
    • Helps employees understand and enroll in the Tribal Government’s benefit programs.
    • Assists with the administration of employee benefits, which may include collecting and submitting employee information and notice of change in status to health, dental, life, disability, and other insurance carriers or insurance brokers.
    • Support special projects and events related to these functions and operate under immediate supervision.
    • Responsible for filing all documents in personnel files, including member service files.
    • Maintain employee confidence and protect operations by keeping human resources information and member service information confidential.
    • Ensures work responsibilities are covered when absent; arrives at meetings and appointments on time.
    • Proficient with Microsoft product (Word, Excel, etc.), internet software appropriate storage of electronic files and operation of a workstation (turning on/off, knowledge of basic functions and components) and general office equipment, use/storage maintenance of multiple usernames and passwords and computer related problem, problem solving skills through the use of available trainings and helpdesk.
    • Completes administrative tasks correctly and on time while demonstrating accuracy and thoroughness.
    • Follows instructions; responds to management direction; takes responsibility for own actions; keeps commitments; completes tasks on time or notifies appropriate person with an alternate plan.
    • There are multiple deadlines associated with this position and the employee may be required to work overtime when necessary to reach goals.
    • The employee must be able to handle frequent interruptions and must also multitask and interact with a wide variety of people on various and, at times, complicated issues.
    • The employee must be able to adapt to changes in the work environment; manage competing demands; change approach or method to best fit the situation; be able to manage delays or unexpected events and use reason when dealing with challenging topics.

    OTHER DUTIES

    1. Demonstrates an awareness and appreciation of the cultural diversity of the community.

    2. Back up to the Member Services Coordinator and other administrative support staff in the HR Department.

    3. Maintain a clean and safe working environment.

    4. Adhere to safety standards and regulations of the Tribal Council.

    5. Handle all confidential and proprietary information in accordance with policies and procedures.

    6. Attends required meetings and training.

    7. Ability to multi-task while maintaining vigilant attention to detail.

    8. Follow established government policies and those outlined in the Rincon Tribal Government Employee Handbook and on our government employee portal.

    9. Other duties may be assigned at the discretion of the Manager or designee to fulfill the government’s needs, objectives and/or goals.

    SUPERVISION ADMINISTERED

    This position typically does not require the supervision of staff.

    QUALIFICATIONS/KNOWLEDGE, SKILLS, AND ABILITIES

    • Must be able to represent Rincon Tribal Government effectively and professionally in a public venue.

    EDUCATION/EXPERIENCE AND/OR TRAINING

    • Associate degree in related field required.
    • Minimum of three (3) years of job-related experience, with at least one year in human resources highly preferred.
    • Background in employment law and other government compliance regulations is preferred.
    • Ability to objectively coach employees and management through complex, difficult, and emotional issues.
    • The ability to research and analyze various different types of data information.

    LICENSES OR CERTIFICATIONS

    The following license and certification are required to be maintained throughout employment and are not subject to waiver:

    • Valid California Driver’s License. Must maintain a satisfactory driving record with the DMV.

    WORK-RELATED KNOWLEDGE

    • Excellent interpersonal skills, ability to communicate effectively both orally and in writing; be able to establish and maintain effective working relationships.
    • Strong organizational skills and the flexibility and ability to manage time and multiple tasks with little supervision.
    • Proficiency with all current Microsoft Office programs as well as any other software programs, online communication platforms and other technology necessary to perform the job.
    • Experience developing communication materials, including PowerPoint presentations, flyers, brochures, booklets, etc.
    • Successful applicants will be a creative thinker, an energetic self-starter who enjoys new challenges and is able to function comfortably in a fast-paced team environment or independently.
