    Position Summary

    The Planner is responsible for a wide range of administrative, technical and customer service focused tasks related to land use, zoning, permitting, and community engagement. The Planned provides a variety of permitting and zoning reviews and inspections to assure compliance with ordinances and standards.

    Responsibilities and Reporting During an Emergency Situation: If assigned, employees in this classification will be required to report and carry out duties as directed for the duration of an emergency. Depending on the nature of the emergency, this may require working around the clock for several days on short notice.

    EXAMPLES OF ESSENTIAL DUTIES

    · Interpret and apply applicable state, county and local codes, ordinances and regulations and ensure that planning and development activities are in compliance.

    · Assist in the administration and enforcement of land use ordinances, zoning codes, and development regulation, ensuring compliance with local ordinances.

    · Initiate actions necessary to correct deficiencies or violations of regulations. Consult with Senior Planner and leadership as necessary to determine the best path forward with escalated cases.

    · Assist in the review and processing of land development applications and proposals, zoning variance requests, and subdivision proposals, and provide guidance to applicants on compliance and procedures.

    · Assist with updates and maintenance of Comprehensive Plan and land development regulations.

    · Review various development applications including plats, permits, site plans, variance requests and rezonings.

    · Conduct extensive research and provide findings in specific or general project areas as assigned.

    · Write and present formal and technical reports, working papers, and correspondence.

    · Identify community problems, issues, and opportunities in particular neighborhoods that could be mitigated through better community planning and make recommendations to leadership as needed.

    · Develops strategies to promote economic and community development or efficient land use consistent with community goals.

    · Evaluates adequacy of community facilities in meeting current and projected needs.

    · Recommends priorities, schedules, and funding sources to implement public improvements plan.

    · Assist in writing, a variety of ordinances and regulations relating to development controls.

    · Review and issue permits for docks, seawalls, boathouses, boathouse roofs, dredging and all that pertain to coastal resources.

    · Assist in the creation of standards for dock and seawall construction.

    · Review elevation certificates, special event permits, lien searches, and street performer permits.

    · Conduct assigned zoning inspections, field evaluations, and flood reviews.

    · Review stormwater schematics submitted by residents for new construction.

    · Conduct reviews for zoning and site applications.

    · Conduct ADA inspections.

    · Conduct zoning reviews for single-family homes and major commercial projects.

    · Review Commercial Planned Developments (CPD).

    · Prepare Zoning Verification Letters (ZVL) and Minimum Use Determination (MUD) letters.

    · Assist in the review of variances.

    · Review Limited Development Orders (LDO).

    · Assist in the review of property split/combination plans and property rezoning.

    · Assist in resolving citizen and customer issues.

    · Assist the Building Department in processing building permits and answer questions as needed.

    · Attends all assigned meetings.

    · Performs emergency response tasks and assignments as directed.

    · Performs other duties as assigned.

    REQUIREMENTS:

    Education, Certification, and Experience:

    · Bachelor’s degree in planning or related field; and

    · Minimum of two (2) years of related experience in the planning profession.

    · Current AICP (American Institute of Certified Planners) certification or the ability to obtain and successful completion of certification within 12 months of employment.

    ***Relevant work experience may substitute on a year for year basis for education requirements.

    Knowledge, Skills, and Abilities:

    · Knowledge of applicable federal, state, and local codes, ordinances, laws, and regulations.

    · Well-developed knowledge of planning principles and practices.

    • In-depth knowledge of one or more planning specializations, such as land use planning/zoning, transportation planning, environmental planning, urban design, housing, historic preservation or economic development.
    • Knowledge of principles, methodology, practices of research and data collection.
    • Knowledge of effective writing techniques.
    • Knowledge of or experience in community remediation and redevelopment, and knowledge of relevant Federal programs.
    • Statistical, algebraic, or geometric knowledge and ability to apply such knowledge in practical situations.
    • Knowledge of computer programs and applications, which may include Microsoft Office, Internet applications, econometric or transportation modeling, and database management to include GIS programs and applications.
    • Oral communication and interpersonal skills to present research findings to various boards and committees.
    • Creative problem-solving skills to gather relevant information to solve less well- defined practical problems.
    • Ability to review plans and apply provisions of the ordinances and codes to determine compliance with such regulations and to apply regulations to field conditions.
    • Group facilitation skills for use with community workshops.
    • Ability to work on several projects or issues simultaneously.
    • Ability to work independently or in a team environment as needed.
    • Ability to attend to details while keeping big-picture goals in mind.
    • Effective written and verbal communication skills.
    • Ability to facilitate in-person and virtual public participation activities.

    Physical Requirements:

    · Significant standing, walking, moving, carrying, bending, and kneeling. Some crawling, reaching, handling, sitting, pushing, and/or pulling, bending, and stooping.

    · Must be able to lift up to 50 pounds occasionally.

    · Prolonged periods of sitting at a desk and working on a computer.

    Environmental Requirements:

    · This position requires the ability to perform strenuous work in varying and adverse weather conditions including heat, cold, rain, and potentially dangerous environments for field or emergency related work as needed.
