Government Affairs Manager implements strategic plans and oversees engagement objectives to develop and maintain productive relations with all levels of government authorities that will support and enhance the businesses' goals. Manages teams that build relationships and liaise with government entities(federal, state, provincial, or local) that regulate or influence business activities. Being a Government Affairs Manager performs ongoing monitoring and analysis of proposed legislation, emerging issues, and trends to determine the potential impact on the organization. Collaborates with industry groups and organizations with complementary objectives to achieve objectives. Additionally, Government Affairs Manager creates communication vehicles and delivers messaging to inform and support business leaders. Requires a bachelor's degree in public policy, public administration, business or equivalent. Typically reports to a director. The Government Affairs Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions.     Regional Government Services (RGS) and its staff are conducting this recruitment on behalf of Marin Municipal Water District.


    As a valuable member of the Water Resources Division, serves as the laboratory Technical Manager and is responsible for oversight of the activities and operations of the District’s state certified Water Quality Laboratory, including the performance of a variety of chemical, microbiological, and physical analyses on raw and treated potable and recycled water. This position provides administrative and technical support for laboratory personnel, oversees the validation of analytical data, conducts studies, special research, program development, analyzes data, and prepares reports on a wide variety of water quality issues.

    Some of the top organizational priorities of the incoming Water Quality Laboratory Manager include ensuring the highest quality of drinking water for Marin, assisting operations with analysis of water treatment chemistry to improve plant efficiency, ensuring regulatory compliance of laboratory activities, and modernizing the Laboratory Information Management System (LIMS) system.
    THE DISTRICT
    Chartered on April 25, 1912, the Marin Municipal Water District is the first municipal water district in California. Prior to that, water in central and southern Marin had been provided by several small, private companies, many of them subsidiaries to local real estate developers. Recognizing the critical importance of reliable water service, the community came together to create a publicly owned and managed water system. Our proud history is what drives our work, and it is at the heart of our mission: to manage our natural resources in a sustainable manner, and to provide you with high-quality water at a reasonable price.

    Today, we serve more than 191,000 people in central and southern Marin. We are proud to provide 100 percent locally sourced drinking water. About 75 percent of our water supply comes from our reservoirs on Mt. Tamalpais and in west Marin, with the remaining supply coming from neighboring Sonoma County’s Russian River water system. Our local water supply means you can be sure your water is clean, fresh, and sustainably sourced.

    THE IDEAL CANDIDATE WILL: 
    • Have experience with managing a water quality laboratory and ensuring regulatory compliance.
    • Be experienced with monitoring and adapting to regulatory changes at the federal, state, and local government level.
    • Be skilled in performing complex microbiological, chemical, and physical analyses of water.
    • Experience with analysis, troubleshooting, and instrumentation, such as GC-MS.
    • Be knowledgeable with the California Environmental Laboratory Accreditation Program (ELAP) laboratory accreditation process.
    • Be skilled in managing operational data for drinking water.
    • Have skills to mentor and develop staff.
    • Have experience with contract management and consultant oversight.
    • Be experienced with databases, LIMS systems, and the Microsoft Office Suite.
    • Have excellent verbal and written communication skills; use multiple channels to build transparency and have writing capabilities to compose reports, correspondence, and other documents, and presentations.
    • Communicate in a proactive, approachable, and responsive manner demonstrating both an understanding of stakeholder interests and needs and a commitment to meeting them.
    • Maintain effective working relationships with all levels of staff, partner agencies, and the public.

    QUALIFICATIONS

    Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

    • Bachelor's degree or higher from an accredited college or university with major course work in chemistry, microbiology, or other closely-related field. AND
    • Five years of increasingly-responsible journey level analytical work experience in chemistry or microbiology or other closely related discipline. A graduate level degree may in a directly related field may be substituted for one year of experience. AND
    • Three years of demonstrated managerial or supervisory experience over a laboratory facility or major laboratory functional unit engaged in chemical and microbiological testing and analysis.

    Certification and Licenses: Possession of a valid California Class C driver’s license issued by the State Department of Motor Vehicles. Possession of a AWWA Water Quality Analyst Grade IV Certificate preferred.

    Remote Screening - The most qualified candidates may be invited to a Remote Screen Interview Examination to evaluate training, experience, and other job-related qualifications for the position. The most-qualified candidates from the remote screening will be submitted to the District for consideration.
