Government Affairs Manager implements strategic plans and oversees engagement objectives to develop and maintain productive relations with all levels of government authorities that will support and enhance the businesses' goals. Manages teams that build relationships and liaise with government entities(federal, state, provincial, or local) that regulate or influence business activities. Being a Government Affairs Manager performs ongoing monitoring and analysis of proposed legislation, emerging issues, and trends to determine the potential impact on the organization. Collaborates with industry groups and organizations with complementary objectives to achieve objectives. Additionally, Government Affairs Manager creates communication vehicles and delivers messaging to inform and support business leaders. Requires a bachelor's degree in public policy, public administration, business or equivalent. Typically reports to a director. The Government Affairs Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Government Affairs Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.   • The Indiana Council of Community Mental Health Centers (Council), a state membership association of community mental health centers (CMHCs), is hiring a Manager of State and Local Government Affairs to help grow and maintain Indiana Council’s relationships with state and local elected officials, their staff, and key partners. The person will be responsible for fostering strong relationships with both government officials and community stakeholders and ensuring alignment with the Council’s strategic vision and objectives.

    ABOUT THE COUNCIL

    The Council’s mission is to optimize the health and wellbeing of all people in Indiana through mental health leadership, collaboration & advocacy. The Council represents the collective interests of all Community Mental Health Centers currently certified and accredited to provide community-based behavioral health services across all ninety-two counties in Indiana. CMHCs in Indiana served close to 300,000 behavioral health and substance use consumers this past year. The Council provides the following services to its members –

    - Public Policy and Government Relations

    - Committees, work groups and taskforces that provide opportunity to help shape the future of mental health and substance use services in Indiana.

    - Education and Training

    - National Memberships

    ABOUT THE POSITION

    Reporting to the President, the Manager/Senior Manager of State and Local Government Affairs will serve as the lead staff person in advocating on behalf of the Council. Fulfilling this role will require strong communications skills and close teamwork with the President, Chief Administrative Officer, the Council’s lobbyist team and its staff.

    JOB RESPONSIBILITIES

    Establish and maintain relationships with state government officials and staff, community stakeholders, business leaders and community/civic leaders.

    Serve as an ambassador for The Indiana Council within the state of Indiana with counterparts at public and private entities and organizations. This includes representing The Council at relevant meetings, briefings, and events.

    Assist the CEO and Lobbyist team by communicating our position on public policy issues, attending, and participating in committee meetings, tracking, and being present at key stakeholder meetings.

    Support by researching and developing policy solutions, articulating the Indiana Council’s positions on those solutions, and clearly communicating them internally and externally.

    Identify opportunities for education and outreach by convening briefings and discussions on behalf of the Council, and in conjunction with other internal and external persons/entities as appropriate.

    Assist with drafting presentations, answers to inquiries, position papers, public comments, and other relevant materials. Provide presentations or briefings on Council initiatives in public venues as appropriate.

    Ensure effective administration of the Indiana Councils Public Policy Committee.

    Develop and implement goals, objectives, and priorities.

    QUALIFICATIONS

    We are seeking candidates who are self-starters, skilled communicators, and natural relationship builders.

    Required Qualifications:

    • MUST LIVE IN CENTRAL INDIANA.
    • Bachelor’s degree in a relevant field or the equivalent in relevant training or experience
    • 3 years of experience in a state/local government affairs environment.
    • 3 years of experience impacting policy decisions in government and working knowledge of the legislative decision-making processes from start to finish.
    • Knowledge of the community mental health system.
    • Knowledge of local, state, and federal elected or appointed officials and governmental functions.
    • Excellent written and verbal communication skills.
    • Good organization, prioritization, and time management skills.
    • Demonstrated ability to work independently, as well as with a team.
    • Ability to think critically, to anticipate, and to act strategically.
    • Ability to work well with a wide range of people and entities.
    • Personal integrity and good judgment, ability to build and maintain trust, maintain confidentiality.
    • Cultural Competence by demonstrating a commitment to equity and inclusion as organizational practice and culture.
    • Competence with the Internet and Microsoft Office.
    • Must have reliable transportation and a favorable driving record.
    • Flexibility to travel throughout the state of Indiana.

    Preferred Qualifications:

    • Extensive knowledge of at least three of these core areas -
    • Family Social Service Administration (FSSA)
    • State Justice and Courts system.
    • State Health Department
    • State Workforce Initiatives and/or Departments.
    • Department of Education (DOE)
    • Department of Children Service (DCS)
    • State Legislature

    WORKING ENVIRONMENT

    · Indoor work, operating computer, manual dexterity, talking, hearing, repetitive motion. Use of personal computing equipment, telephone, multi-functioning printer and calculator.

    · Ability to travel to and from meetings, training sessions or other business-related events.

    COMPENSATION

    Salary range: $70,000-$75,000. DOE. This is a full-time, 40 hours/week position. Benefits package includes health insurance, employer retirement contributions and generous leave.
