Government Affairs Manager implements strategic plans and oversees engagement objectives to develop and maintain productive relations with all levels of government authorities that will support and enhance the businesses' goals. Manages teams that build relationships and liaise with government entities(federal, state, provincial, or local) that regulate or influence business activities. Being a Government Affairs Manager performs ongoing monitoring and analysis of proposed legislation, emerging issues, and trends to determine the potential impact on the organization. Collaborates with industry groups and organizations with complementary objectives to achieve objectives. Additionally, Government Affairs Manager creates communication vehicles and delivers messaging to inform and support business leaders. Requires a bachelor's degree in public policy, public administration, business or equivalent. Typically reports to a director. The Government Affairs Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Government Affairs Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.   • Summary Objective

    The purpose of this position is to develop operational strategies and priorities to align Metro’s financial resources with its strategic plan. Manage the overall budget development and implementation process and related budget document production and reporting requirements.
    This class works independently, under limited supervision, reporting major activities through periodic meetings.
    ESSENTIAL FUNCTIONS

    The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

    • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
    • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
    • Plans, develops, implements, and evaluates continuous improvement procedures.
    • Represents the department to other agencies, contractors and vendors.
    • Evaluates programs, policies and procedures for effectiveness and recommends modifications and improvements.
    • Fosters a culture of empowerment and ownership to resolve issues and improve operations.
    • Plans, develops, implements, and evaluates continuous improvement procedures and reviews within department and throughout Metro.
    • Supervises and coordinates various research projects relating to OMB and Metro’s strategic plan.
    • Works directly with staff to determine whether policy, legal, or financial issues can be resolved within existing policies and procedures.
    • Provides additional training and guidance to existing staff as well as developing a training system for newly hired personnel.
    • Would oversee a functional area such as budget, contracts, accounts payable, accounts receivable, procurement, or departmental relationship management.
    • Serves as a liaison to the OMB management team or any ad hoc committees to resolve systemic issues either within OMB or throughout the enterprise.
    • Performs related work as assigned.

    MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
    • Bachelor’s Degree in Accounting, Economics, Finance, Business or Public Administration or related discipline.
    • Six (6) years of finance, accounting, budget preparation, budget analysis, procurement, program compliance, payroll, revenue collection, financial analysis experience or an equivalent combination of education, training and experience.
    PHYSICAL DEMANDS

    Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

    • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
    UNAVOIDABLE HAZARDS (WORK ENVIRONMENT)

    Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

    SPECIAL CERTIFICATIONS AND LICENSES
    • Must provide one's own source of transportation.
    • Must be able to work mandatory comp time during certain periods of the calendar year.
    • Must possess and maintain a valid state driver’s license with an acceptable driving history.
