Being a Government Affairs Manager performs ongoing monitoring and analysis of proposed legislation, emerging issues, and trends to determine the potential impact on the organization. Collaborates with industry groups and organizations with complementary objectives to achieve objectives. Additionally, Government Affairs Manager creates communication vehicles and delivers messaging to inform and support business leaders.     Summary of Work

    At the North Dakota Department of Transportation, we owe our success to our TEAM and processes. As a Transportation Program Manager in the Dickinson District, you will develop and manage a program to monitor and enforce NDDOT Civil Rights requirements on federal aid construction projects. Main responsibilities will focus on Dickinson District Construction Projects and Civil Rights monitoring and auditing. Transportation Program Manager duties include:

    Oversee various initiatives aimed at ensuring equal opportunity and compliance within construction. They administer the Contractor Compliance Review (CCR) Program, Disadvantage Business Enterprise (DBE) Program and the On-the-Job Training (OTJ) Program. Furthermore, they handle the Labor Compliance Program which involves initial project assigning of consultants, auditing payrolls, conducting jobsite interviews, monthly Equal Employment Opportunity (EEO) inspections, and serve as the main point of contact for Title VI/Nondiscrimination and ADA compliance plan reviews.  Execution of these duties require travel to field audits on construction sites, generally between April through October and seldom require an overnight stay. 

    Construction Duties include conducting project reviews, being a part of the Construction Engineering Review Team (CERT), reviewing and recommending approval on progress estimates, reviewing and approving pay quantities, final documentation approval, materials sampling, and district traffic control review. 

    Physically review every mile of district state highway for illegal signs, submit documentation for illegal signs and billboards, determine appropriate corrective action and work with owner for resolution, monitor and document corrective actions, and maintain knowledge of state law, federal law, and policy.

    Maintain district risk management program and requirements, lead district loss control committee, develop and submit risk management submittal report yearly, lead district crash/incident review boards, and make recommendations to district administration.

    Minimum Qualifications

    A minimum of 6 years of relevant experience encompassing duties associated with this position, including program management and compliance.

    A Bachelor's degree in Program Management, Public Administration, Business Administration, Construction Management, Civil Engineering, or a related field will be considered on a year-for-year basis, counting towards the required experience.

    Requires a Class D Drivers license

    Employment of the selected candidate will be contingent on satisfactorily completing the interview process and reference check.
