Government Affairs Manager implements strategic plans and oversees engagement objectives to develop and maintain productive relations with all levels of government authorities that will support and enhance the businesses' goals. Manages teams that build relationships and liaise with government entities(federal, state, provincial, or local) that regulate or influence business activities. Being a Government Affairs Manager performs ongoing monitoring and analysis of proposed legislation, emerging issues, and trends to determine the potential impact on the organization.     This position is responsible for supervising Buncombe County Public Library's 11 library branch managers and serving as a key member of the Library's administrative team. The position also has leadership responsibilities for a number of different library system initiatives, projects, and programs. The ideal candidate will be an innovative, community-oriented professional with a passion for public service and the ability to lead, motivate, and inspire staff.
    Purpose of the position:
    The purpose of this position is to perform advanced administrative, supervisory, and professional library work managing and directing information services and collections for the library.
    Minimum Education, Training and/or Experience (required at time of hire): Master’s degree in library science from an American Library Association (ALA) accredited school and five (5) years of related library experience, including at least two (2) years of management or supervisory experience; or an equivalent combination of education and experience.
    Supervisory/Leadership Responsibilities: Supervise a division, program, or process with accountability for operations and results, responsibility for employee development, assignment and flow of work, and appraisal. Work activities involve managerial decisions that directly affect the efficiency, costs, reputation and service quality of the division, program, or process. May assist with developing budgets and/or distributing budgeted funds.
    Essential Functions of the position:
    • Responsible for managing and supporting other Branch Managers in all aspects of library operation including, but not limited to, patron experience, building maintenance, resource management, fielding patron concerns, strategic partnerships, interfacing with other County agencies, and performance management of staff.
    • Supervise professional, paraprofessional, and non-professional employees in program area and develop program goals and objectives; perform various personnel management duties which include interviewing applicants, recommending for hire, training personnel, completing employee performance evaluations, assisting in staff development, and maintaining staff schedules.
    • Plan and develop divisional goals and objectives; assist in planning and developing goals and objectives for the library system.
    • Determine program and service needs and ways to improve or expand services in areas of concern; analyze community trends and organizational data, including required reporting; and developments and coordinate program efforts accordingly.
    • Serve as back-up to the Library Director when necessary.
    • Represent the library through various media on a public relations and public information basis.
    • Select books and library materials for acquisition based on the needs of the library and community relative to budgetary limitations.
    • Provide professional assistance to patrons, introducing patrons to resources and other tools.
    • Balance register, prepare deposits, and maintain related reports.
    • Perform other related duties as assigned.
    Knowledge, Skills, Abilities:
    • Knowledge of Professional library principles, practices, and techniques.
    • Knowledge of community reader interest levels, books, authors, and online resources.
    • Knowledge of library information resources and familiarity with common consumer digital services.
    • Knowledge of current literature, trends, and developments in the field of library science appropriate to the areas of assignment.
    • Knowledge of computers, software, library computer and research programs, and online databases.
    • Ability to express ideas and communicate effectively both orally and in writing to a variety of library constituents.
    • Ability to prepare clear and concise reports.
    • Ability to establish and maintain effective working relationships as necessary by work assignments.
    • Ability to supervise and plan activities for subordinate employees.

All new employees are paid according to their years of relevant education and experience above minimum requirements for the position and employees have the opportunity to obtain pay increases via cost of living increases and promotions.
