Government Affairs Manager implements strategic plans and oversees engagement objectives to develop and maintain productive relations with all levels of government authorities that will support and enhance the businesses' goals. Manages teams that build relationships and liaise with government entities(federal, state, provincial, or local) that regulate or influence business activities. Being a Government Affairs Manager performs ongoing monitoring and analysis of proposed legislation, emerging issues, and trends to determine the potential impact on the organization. Collaborates with industry groups and organizations with complementary objectives to achieve objectives. Additionally, Government Affairs Manager creates communication vehicles and delivers messaging to inform and support business leaders. Requires a bachelor's degree in public policy, public administration, business or equivalent. Typically reports to a director. The Government Affairs Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Government Affairs Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     Job Overview

    The Project Manager serves as the senior company representative for the overall project and is responsible and accountable for the proper supervision, management, oversight, and execution of a wide variety of base operation support contract requirements. The incumbent provides leadership, management, technical and professional direction and guidance to the workforce for; facilities management, operations, maintenance, repair and minor construction, safety and quality control, and environmental management. The incumbent applies leadership principles to promote employee development, creative thinking, and empowerment and open communications. This position has the overall responsibility for contract performance, financial management, safety, and quality of work, supervision of employees, personnel administration, responsiveness, and contract compliance. The PM shall have full authority to act for the Contractor on all contract matters relating to this contract.

    This position is contingent upon contract award.


    Responsibilities

    Essential Duties & Job Functions:
    • Guides staff in work prioritization, implementing cost effective measures to work execution and in making decisions regarding work quality.
    • Develops and implements processes, procedures, and initiatives to effectively and successfully execute contract requirements, monitor progress, enhance performance, and address and resolve performance deficiencies.
    • Communicates operational activities routinely to Operations Manager and various government agencies responsible for site operations.
    • Directs and controls the activities as required to meet or exceed contract performance objectives and thresholds.
    • Performs all necessary management functions in order to plan, implement, track, report, and deliver the required services described in the applicable Performance Work Statement (PWS).
    • Leverages resources and develops engineering planning methods and techniques to accomplish site-wide maintenance, repair, and minor construction work.
    • Directs contract activities and sets the priorities for the entire project. Conducts regular work control and scheduling meetings to ensure the effective execution of work (direct scheduled work, recurring maintenance, over and above).
    • Conducts regular staff meetings. Monitors all work in-progress and adjusts work and/or staff to meet variable workloads and/or changes in work and schedules which cannot be accurately predicted.
    • Reviews and approves proposed work schedules and assesses long- and short-range work plans.
    • Provides technical and professional expertise, advice, and opinions on work of significant depth and complexity.
    • Plans and formulates work plans, organizes tasks, and reviews maintenance data to determine efficiency and effectiveness, and to ensure successful contract performance.
    • Identifies problem areas, analyzes root causes, and identifies solutions and implements courses of action to avoid problems in the contract.
    • Ensures project goals/objectives and contract obligations are met, and sound business practices are appropriately and consistently applied.
    • Develops budgets, manages within approved budgets, and reports financial status.
    • Works closely with staff in developing and implementing strategies, processes, and initiatives in order to achieve customer satisfaction, and meet and/or exceed performance requirements.
    • Develops and maintains good working relationships with contract customers, subcontractors, and suppliers.
    • Establishes and administers local operating policies and procedures consistent with the contract, and corporate policies, procedures, standards, requirements, and expectations.
    • Maintains a positive and energetic attitude in order to attract, retain, and develop competent and productive employees by giving proper direction, guidance, training, and counseling.
    • Reviews proposed project purchases, financial transactions and obligations, and approves within delegated authorities. Manages the project budget and prioritizes requirements to balance funding and support the mission of the site.
    • Manages all project personnel in accordance with corporate policies and procedures, and union collective bargaining agreements. Ensures compliance with existing union collective bargaining agreements in the execution of contract requirements.
    • Conducts employee performance evaluations; plans, assigns, and directs work; rewards and disciplines employees; addresses employee complaints; and resolving personnel/task conflicts/problems.
    • Ensures safe work environment for all employees free from harassment, intimidation, retaliation, or discrimination.
    • Ensures contract deliverables are accurately prepared and submitted timely in accordance with contract requirements.
    • Participates and supports health, safety, and environmental requirements actively, and addresses issues to ensure compliance with regulatory requirements and obligations specific to the contract.
    • Provides safety management leadership and commitment by developing, implementing, monitoring, and improving initiatives focused on safety performance. Supports, develops, and implements safety strategies and programs to reduce injuries and avoid losses.
    • Demonstrates quality control leadership and commitment by participation and improvement to the Quality Control Program.
    • Exercises sound business practices/methods to ensure all business activities are in compliance with all corporate policies/procedures and contract requirements; are carried out in a legal and ethical manner and in compliance with applicable laws and regulations; and are in accordance with good corporate safety practices.
    • Performs other related work as assigned.

    Job Requirements

    Mandatory:

    • Bachelor's Degree from an accredited university.
    • Minimum six (6) years' experience of recent experience at a comparable level of responsibility in programs of similar size, base operations scope and complexity to include minor construction, facility and utility operations.
    • Experience with the FAR, DFARS, and other federal regulatory guidance, laws, and requirements.
    • Intermediate skills in Microsoft Office software, including Excel, Word, PowerPoint, and Outlook.
    • Sub-professional engineering knowledge and broad background in facility maintenance and construction principles, methods, and techniques.
    • Experience working with and knowledge of Reliably Centered Maintenance (RCM) Program.
    • Experience working with and knowledge of Maximo or similar CMMS programs.
    • Valid state Driver's License with acceptable driving record pertinent to the position.
    • Ability to obtain and maintain a SECRET Security clearance if required.
    • Ability to successfully pass any background checks and/or drug testing required on the contract.
    • U.S. Citizenship.
