Government Affairs Director implements strategic plans and oversees engagement objectives to develop and maintain productive relations with all levels of government authorities that will support and enhance the businesses' goals. Manages teams that build relationships and liaise with government entities(federal, state, provincial, or local) that regulate or influence business activities. Being a Government Affairs Director performs ongoing monitoring and analysis of proposed legislation, emerging issues, and trends to determine the potential impact on the organization. Collaborates with industry groups and organizations with complementary objectives to achieve objectives. Additionally, Government Affairs Director creates communication vehicles and delivers messaging to inform and support business leaders. Requires a bachelor's degree in public policy, public administration, business or equivalent. Typically reports to a director. The Government Affairs Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Government Affairs Director typically requires 3+ years of managerial experience.     The Montana Association of REALTORS® (MAR) is the voice for real estate in Montana. We are a statewide trade association representing more than 5,600 members involved in all aspects of the residential and commercial real estate markets throughout Montana. MAR holds its charter from the National Association of REALTORS® (NAR).

    Position Overview

    In coordination with the CEO, this position is responsible for encouraging REALTOR® involvement in the political arena to protect the rights of citizens to participate in the ownership of real estate and to

    ensure the viability of the real estate industry. This position serves as the point of contact for the

    membership, elected and other government officials, and coalition partners for industry and private property issues. This position also serves as the staff liaison for the Government Affairs Committee, IMF

    Committee, REALTOR® Party Champions Council and the Legal Action Committee. Some travel is

    required.

    Committee liaison responsibilities, in coordination with the Committee Chair, include:

    • Preparing agendas, sending out meeting notices, recording meeting minutes.
    • Researching and presenting information on issues of interest to the committee.
    • Responding to requests for information in a timely manner.
    • Other duties as assigned by the CEO.

    Legislative/Public Policy:

    • With direction from the CEO and Government Affairs Committee, develop REALTOR® positions on matters relating to legislation and public policy regarding home ownership, private property rights and associated issues.
    • Lead/coordinate all lobbying efforts on behalf of MAR during legislative session and interim session.
    • Ensure accurate registration and reporting of all lobbyists and lobbying activities with the Office of the Commissioner of Political Practices.
    • Track, analyze, and make recommendations on all proposed legislation and state agency regulatory proposals that may affect home ownership, private property rights, or the ability to own and develop private property.
    • Build coalitions with any interested parties sharing values similar to REALTORS® regarding home ownership and private property rights.
    • Track voting records of legislators.
    • Coordinate the preparation and distribution of regular public policy updates with the Communications Director.
    • Coordinate “Calls for Action” for political advocacy with the Communications Director.
    • Develop and coordinate a Key Contact system to facilitate member involvement in a grassroots advocacy network with their local legislators.
    • Coordinate outreach efforts to members, government officials, and the public.

    Realtor® Party and Issues Mobilization Fund:

    • Work with the RPAC Trustees to plan and implement RPAC events.
    • Assist local REALTOR® boards in their efforts regarding RPAC fundraising, and
    • Plan and organize Independent Expenditure Campaigns.
    • Assist in training local board staff in RPAC fundraising, as well as the rules and reporting requirements related to fundraising.
    • Assist the Operations Director with maintaining records and filing required campaign finance reports with the office of the Commissioner of Political Practices.
    • Coordinate the RPAC awards and recognition program.

    Qualifications:

    • Bachelor’s degree preferred.
    • 3-5 years’ experience in governmental affairs
    • Excellent interpersonal and communication skills; both verbal and written.
    • Ability to take complicated information and communicate it simply.

    Preferred Abilities:

    • Ability to work effectively independently and as part of a team.
    • Ability to produce quality work and maintain a positive demeanor under pressure.
    • Ability to work with people that may hold opposing points of view on policy or political issues.
    • Ability to plan, prepare, establish schedules, and meet deadlines.

    Work Environment and Physical Demands:

    Work hours as noted in the Policy Manual, with the exception of occasional evening and weekend activities. Travel out of town once or twice annually for two to four days. In addition:

    • Ability to walk, stand, and sit (including on the floor) for long periods of time.
    • Must be able to lift and carry supplies weighing up to 20 pounds.
    • Ability to stand or sit while maintaining alertness for several hours at a time.
    • Position may require bending, leaning, kneeling, and walking.
    • Ability to speak concisely and effectively communicate.
    • Visual and auditory ability to respond to critical situations and physical ability to act swiftly in an emergency.
    • Ability to view/enter data for long periods of time.
