    Primary Purpose:


    Oversees the team responsible for helping to shape strategy, crafting compelling policy and data driven arguments in support of, the company's energy and fuel procurement-related regulatory and legislative activities between the Electric & Fuel Procurement division and regulatory agencies (e.g., CPUC, CEC, CAISO) and legislative bodies. Collaborates across the company to inform the design and/or implementation of related policies and programs (e.g. RPS, Resource Adequacy, etc). Develops strategic objectives and lead oral and written advocacy efforts to enable the company to meet relevant compliance requirements and long-term objective.

    Duties and Responsibilities:

    • Lead a cross-functional and dynamic team to analyze and assist with the development of the company's optimal energy and fuel procurement strategy to position the company as a strategy leader in the constantly evolving energy market.
    • Monitor regulatory initiatives and legislation to identify issues that impact the company's procurement activities and keep senior management apprised of key issues and advocacy efforts.
    • Identify key issues and lead written and oral advocacy efforts to support the company's strategic policy initiatives at the CPUC, CEC, CARB, CAISO and state/federal legislature.
    • Establish the Policy team agenda with regard to regulatory and legislative priorities so that the company can meet its compliance obligations and strategic objectives with regard to regulatory and legislative policy.
    • Establish and maintain successful partnerships with the various legislative and regulatory agencies (e.g. CPUC, CARB, CAISO & CEC).
    • Create or contribute to reports and data request responses for California PUC and other regulatory bodies.
    • Liaison within department and with outside groups (contracts, credit, risk control and settlements groups as
      necessary) for communication of procurement activities/data and perform other duties as assigned.

    Hybrid Schedule:

    • Although the schedule may vary, typically this will allow the employee to work onsite three days per week and remotely on the remaining workdays.
    • Must reside in Southern California or be willing to relocate upon hire.

    Required Qualifications:

    • Bachelor's degree in Business, Economics, Electrical Engineering or related field.
    • 8 years - Relevant experience in analysis, policy, regulatory, legislative or compliance within the
      power industry.
    • Ability to interface with multiple stakeholders, including senior management.
    • Ability to present complex ideas in an understandable manner and translate policy guidelines into business practice.
    • Ability to manage multiple projects simultaneously and meet multiple deadlines.
    • Must be able to travel for about 5% of the time. Mostly to San Francisco for a day.
    • Must reside in Southern California or be willing to relocate upon hire.
    • We offer a hybrid work environment. Although the schedule may vary, typically this will allow you to work from the office two to three days per week and work remotely on the remaining workdays.

    Preferred Qualifications:

    • Master's degree in Business Administration, Public Policy, or Juris Doctorate.
    • Prior experience working with the CPUC regulatory process and high-level regulatory
      officials.
