GIS Supervisor manages, plans, assigns, and reviews analysts and developers' work on GIS projects. Oversees the production of reports, maps, applications, and visualizations for internal or external stakeholders. Being a GIS Supervisor ensures proper maintenance, documentation, and cleaning of GIS data. Develops methods to leverage GIS data for new applications. Additionally, GIS Supervisor typically requires a bachelor's degree or equivalent. Typically reports to a director. The GIS Supervisor manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a GIS Supervisor typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     • Web mapping application creation/support (expertise with Experience Builder is highly desired)
    • Provide on-site staff support (duration will vary based on the assigned task)
    • Potential projects could include:
      • Asset Management data entry & migration support
      • Customer/event geocoding
      • Digitizing and data entry
    • Provide second-tier support for three (3) custom GIS applications, including bug fixes and requested enhancements. The custom applications are described below.
      • Hydrant Web is a web application used by the Columbus Department of Public Utilities (DPU) and the Columbus Fire Department (CFD) to manage fire hydrants. The application is used to document hydrant inspections, pumpings, and flushings, and to submit work orders for hydrant maintenance or repairs. Hydrant Web is a customized ArcGIS Web AppBuilder Developer Edition v2.15 application. The application includes a .NET web API, which serves as the integration point between Hydrant Web, DPU’s work order and asset management system (Oracle WAM), and DPU’s fire hydrant permitting system (Accela). Hydrant Web also includes several .NET C# console applications (run as scheduled tasks), that synchronize data across the integrated systems. Lastly, 8 Hydrant Web includes a collection of MS SQL Server SSRS reports to present hydrant status information in various formats.
      • Water Valve App is a map-centric web application used by DPU to document valve operations for distribution system maintenance. The primary user workflow is to select water valves from the map, enter the action taken for each valve (e.g. open/close, number of turns, etc.), and save the operation. The application also includes an isolation trace feature that identifies valves to close/open and any impacted critical customers. The Valve App is a .NET 4.5 web application built using Angular v1.4.6 and the ArcGIS JS API v3.14. The isolation trace feature uses a custom ArcGIS Server Object Extension (SOE) that is currently running in an ArcGIS Server 10.7.1 site. The SOE is expected to require an update in order to be deployed to an ArcGIS Server 10.9.1 site.
      • Watershed Management Application is used by DPU to monitor and inspect City property surrounding several public drinking water reservoirs. The City property is adjoined by private property whose owners are sometimes permitted limited use of the City land. The application is used to record inspections of City property and to document issues found (e.g. illegal mowing, unauthorized structures, etc.). The application is also used by DPU and the Columbus Recreation & Parks Department (CRPD) to issue permits for public and private docks located on
        • The Consultant should have ten (10) years of experience providing GIS consulting services that are similar in type and scope as described in the Scope of Services.
