  • DEFINITION

    To perform the variety of engineering electronic functions including maintaining and updating engineering GIS databases, computer aided drafting, surveying drawings, and construction drawings for a wide variety of public infrastructure projects. Coordinate with IT on department hardware and software. To perform a variety of highly technical tasks relative to assigned areas of responsibility.

    ESSENTIAL AND MARGINAL FUNCTIONS/RESPONSIBILITIES --Essential responsibilities and duties may include, but are not limited to, the following:

    Essential Functions:

    Maintain, troubleshoot, and coordinate technical support of the Engineering Department’s computer applications including: AutoCAD Civil 3D and GIS software.

    Provide instruction and training to Engineers and Technicians on the operation of the Engineering Department’s design software and standards.

    Use various engineering design software programs to produce, maintain, and review drawing templates for storm sewer, watermain, sanitary sewer and street infrastructure projects.

    Research and implement new technology within the Engineering Department. 

    Manage data to collaborate efficiently with other departments, contractors, consultants, and the public.

    Develop methods to improve processes in communication and reporting between field staff, project managers and contractors.

    Coordinate, request, and manage record drawings; Prepare and maintain combination plats; Collect and incorporate data into GIS databases.

    Prepare survey documents including plats, easement drawings, exhibits, and other legal documentation for the City Right-of-Way Administrator.

    Coordinate with IT Department to develop and implement applications which allow departments to use data more efficiently.

    Develop and maintain maps used by all departments. Assist City staff in large format printing. 

    Marginal Functions: 

    1. Respond to public inquiries in a courteous manner, provide information within the areas of assignment, resolve complaints in an efficient and timely manner.
    2. Attend and participate in professional group meetings concerning CADD and GIS programs, user groups, and stay abreast of new technology trends and innovations in these areas.
    3. Assist Engineering and other departments with presentation visuals and handouts for public meetings.
    4. Perform other duties as assigned.

    QUALIFICATIONS (Knowledge, Skills and Abilities)

    Knowledge: Advanced principles and procedures of technical engineering practices including: AutoCAD Civil 3D drafting including template management and deployment, GIS databases and workflows, mathematics, construction methods and inspection, engineering standards; Understanding of computer aided drafting, surveying, inspection and testing equipment; Principles and procedures of record keeping; Advanced principles of GIS data gathering and application; Awareness of occupational hazards and standard safety practices; Awareness of new trends and innovations in construction methods and techniques;  Principles of basic supervision and training.

    Skills:Communicate clearly and concisely, both orally and in writing; Establish and maintain effective working relationships with those contacted in the course of work; Maintain physical condition appropriate to the performance of assigned duties and responsibilities; Maintain mental capacity, which allows the capability of making sound decisions and demonstrating intellectual capabilities; Maintain effective audio/visual discrimination and perception to the degree necessary for the successful performance of assigned duties. Strong problem solving and analytical skills; 

    Abilities: Independently perform CADD and GIS operation tasks; Make mathematical computations with accuracy and speed; Evaluate and set priorities in order to oversee multiple, concurrent projects; Demonstrate creative thinking and problem solving; Solid organization and time/project/system management; ability to work independently and manage multiple responsibilities; English language competency; Possesses the drive to pursue continued education on CAD/GIS related technologies; Resolve complex software issues.  Read and interpret complex engineering plans, reports, estimates, concepts, and specifications. Attention to detail during data management. Prioritize work, meet deadlines, and make sound decisions within established guidelines. Works independently in the absence of supervision. 

    Supervisory Controls:

    The supervisor assigns work in terms of tasks and objectives. The supervisor reviews work through conferences, reports, and observations of department activities.

    Guidelines:

    Guidelines include city standard construction specifications, NDDOT Standard Specifications for Road and Bridge Construction, Manual on Uniform Traffic Control Devices, specifications and plans, OSHA, City code, and City and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.

    Complexity/Scope of Work:

    The work consists of varied specialized duties. The need to multi-task combined with strict timelines contributes to the complexity of the position.

    The purpose of this position is to perform specialized duties in support of department GIS and CADD related functions.  Success in this position contributes to the efficiency of department engineering operations.

    Contacts:

    Contacts are typically with co?workers, City staff, surveyors, contractors, utility company employees, consultants, and members of the general public.

    Contacts are typically to give or exchange information, to resolve problems, or to provide services.

    Physical Demands/Work Environment:

    Office and field environment, travel from site to site, exposure to dust, noise, grease, smoke, fumes, gases, and inclement weather conditions; heavy construction equipment, high traffic volumes, electrical hazards; essential and marginal functions require maintaining physical condition necessary for lifting, bending, stooping, kneeling, crawling, climbing, walking, sitting or standing for prolonged periods of time.

    None.


    Experience, Training, and Credentials

    A combination of experience, training, and credentials that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

    Experience:

    Five years of experience in CADD, GIS, surveying, engineering, computer science, or any equivalent combination of education or experience.

    Training:

    Equivalent to an Associates degree from an accredited college or university with major coursework in CADD drafting, GIS databases, geography, surveying, civil engineering, or a related field. 

    Credentials:

    Possession of, or ability to obtain a valid driver’s license.
